Program Manager- WTCE
Texas Southmost College is seeking a Program Manager to serve as a student-centered case manager for all programs within the department. This role involves guiding students through the enrollment process, providing advisement, and coordinating support services to enhance student success and completion rates.

Responsibilities
Serve as the primary point of contact and case manager for prospective and enrolled students across all department programs
Provide high-touch, student-centered advisement to help applicants identify appropriate program pathways aligned with career goals, readiness, and eligibility
Guide students through the entire enrollment process, including application, pre-screening, funding options, and registration
Identify and explain funding and financial support opportunities (e.g., scholarships, grants, workforce funding) and support students in completing required documentation
Conduct proactive follow-up calls, emails, and CRM outreach to support applicant progression, and increase conversion from inquiry to registration
Coordinate and conduct program tours, information sessions, orientations, and graduations to support recruitment and program trainers
Monitor student progress throughout the enrollment pipeline and program lifecycle, intervening as needed to address barriers to persistence and completion
Maintain comprehensive and accurate student records in the Customer Relationship Management (CRM) system, documenting all student interactions and case notes
Track applicant, enrollment, retention, completion, and employment outcomes to inform recruitment and student success strategies
Generate and analyze enrollment and student success data to support operational planning, grant reporting, and continuous improvement efforts
Coordinate pre-screening requirements and ensure compliance with external regulatory or credentialing agencies
Support classroom, lab, and instructional logistics related to enrollment growth and student experience
Attend the workplace regularly; reports to work punctually and follows a work schedule to keep up with the demands of the worksite
Complete all required training and professional development sessions sponsored through Texas Southmost College (TSC)
Serve on committees as appropriate and as appointed by supervisor
Working hours may include evenings, holidays or weekends depending on deadline requirements and special events

Required
Demonstrated skills in managing and working with external and internal personnel in a team environment
Excellent project management skills
Data analytical experience
A strong commitment to the mission of the community college
Demonstrated organizational skills in handling and directing multiple and complex assignments and projects
Ability to work independently according to established schedules and to complete assignments and projects, as per defined timelines
Excellent customer service skills and interpersonal skills
Excellent oral and written communication skills
Ability to handle sensitive and extensive confidential data
Demonstrated problem solving skills
Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the Internet to access data, maintain records, generate reports, and communicate with others
Creating or supporting industry-aligned training and credentialing programs
Knowledge of career services, employability skills, and job-placement processes
Experience working with diverse student populations, including adult learners and under-resourced communities
Monitoring student enrollment, retention, completion, and employment metrics
Such as state workforce boards, WIOA programs, or employer-tracking systems
Managing program budgets or grants
Experience with proposals, funding cycles, and grant outcomes
Bachelor's degree from an accredited college or university
Two (2) or more years of related work experience in Continuing Education, Workforce Training or program management
Preferred
Experience working in an institution of higher education (advising students, monitoring class enrollments and completing course section requests)
Bilingual – proficient in English and Spanish
