Accountant
The US Library of Congress is seeking an Accountant for its Licensing Division Section within the Financial Management Division. The role involves analyzing and reconciling accounts, improving financial management procedures, and preparing financial statements and reports.

Responsibilities
Serves as an expert authority on the analysis and reconciliation of all Division accounts across a variety of integrated and non-integrated accounting systems
Evaluates and makes recommendations for improving the financial management and accounting procedures for the Division by studying accounts, reports, or procedural instructions as well as legislative and program background information
Makes recommendations on the structure and operation of accounting operations and the use of financial data for the planning of organizational strategies
Plans the reconciliation process, develops schedules, assembles required data, and coordinates across organizational levels to assure the timely input, review and closeout of entries in anticipation of the production of Library of Congress, Copyright Office, and Division financial statements and reports
Validates data entered into multiple accounting systems and provides comprehensive review of transactions and reconciliations performed by others
Confirms the accuracy of financial data by analyzing both transactions and trends
Serves as the expert authority on the design, development, coordination, and implementation of investment and distribution policies, procedures, and integrated systems
Conducts cost/benefit analysis and makes recommendations for improvements in organizational policies, processes, and systems to optimize the efficiency of the investment and distribution processes
Oversees the receipt and posting process for deposits to the multiple trust funds administered by the Division
Oversees the investment of these funds in Treasury securities, including the timing of investments in relation to yields and liquidity needs of the program
Oversees the disbursement of funds from the trusts to recipients following the decisions of the Copyright Royalty Board
Provides review of the work of others for proposed investment and distribution transactions; ensuring transactions meet the requirements of law, regulation, and policy; are in conformance with the decisions of the Copyright Royalty Board, and are properly documented
Prepares financial statements and financial reports for use by the Copyright CFO, Library of Congress, external stakeholders, and others
Develops new reports and reporting processes when necessary to address needs that are new or novel in nature
Designs, implements, tests, monitors, and evaluates the internal controls and the internal control environment associated with accounting processes and transactions, and performs regular quality assurance testing to provide confidence in the integrity of financial information reported and in its conformance to relevant law, regulation, and policy
Qualification
Required
Ability to gather, compile, and analyze financial data using analytical methods and techniques to identify and resolve complex financial issues
Knowledge of accounting principles, practices, and techniques
Ability to use financial computer systems and software applications for financial analysis work
Knowledge of Federal financial management regulations, laws, policies and procedures
Ability to communicate in writing
Ability to communicate effectively other than in writing
