Responsibilities

Provide executive leadership for Child Support Services, Head Start, and CCAP to ensure integrated, high-quality service delivery
Align programs with county priorities, state/federal requirements, and community needs
Oversee budget development, fiscal planning, and resource allocation
Drive innovation by identifying best practices and emerging trends in early childhood services and family economic mobility
Ensure compliance with federal, state, and local regulations across all program areas
Lead strategic planning efforts to enhance program effectiveness and long-term sustainability
Oversee performance management, ensuring accountability for program goals, outcomes, and continuous improvement
Foster a culture of quality practice, emphasizing dignity and respect for our customers and stakeholders
Build and maintain relationships with school districts, child care providers, nonprofit organizations, state agencies, and community-based partners to expand and enhance services
Partner with the Local Coordinating Organization (LCO) to integrate early childhood services into a comprehensive countywide system
Represent Adams County in state and regional discussions on early childhood and family services
Directly supervise program managers/administrators overseeing Head Start, CCAP, and Child Support Services
Lead recruitment, professional development, and performance evaluation for leadership staff
Support workforce development initiatives to strengthen staff capacity and service delivery

Required

Bachelor's degree in Public Administration, Social Work, Education, Human Services, Business, or a related field required
Six (6) years of progressively responsible experience in administration, management, project development, program evaluation, or public policy
At least two (2) years in a high-level leadership role overseeing human services, early childhood education, or family economic mobility programs
Strong leadership and strategic vision in managing large-scale human services programs
Expertise in policy development, fiscal oversight, and regulatory compliance for federally and state-funded programs
Ability to build coalitions, foster partnerships, and drive cross-sector collaboration
Proven experience in strategies to improve service accessibility and positive outcomes for all families
Strong data analysis and problem-solving skills to support continuous program improvement
Excellent communication and public speaking skills, with the ability to represent the department in public, legislative, and interagency settings
Knowledge of programs serving children such as Child Support, CCAP, UPK, and Head Start
Background check required
Ability to obtain, maintain, and ensure continued access to State and County systems in strict compliance with all applicable State and County regulations, policies, and user agreements

Preferred

Master's degree in Public Administration, Human Services, Early Childhood Education, or a related field preferred
