Chief Operating Officer Police
NEOGOV is seeking a Chief Operating Officer for the Police Department, who will be responsible for overseeing administrative, business, and organizational operations. The COO will ensure that internal systems and civilian divisions operate efficiently and align with the Chief of Police’s mission.

Responsibilities
Serves as an advisor to the Chief of Police on administrative, financial, and organizational matters
Oversees departmental managers and supervisors, including Records, Communications, Community Resources, Business Management, and other areas as assigned
Provides guidance and support to staff on operational requirements, new procedures, policy changes, and regulatory or legislative updates
Oversees maintenance, renovation, capital projects, long-term infrastructure planning, and service contracts for police facilities
Oversees fleet operations, including vehicle maintenance, procurement, equipment purchasing, and vehicle upfitting
Oversees departmental asset procurement, tracking, and inventory management
Assists in developing and managing the annual department budget, including financial planning, forecasting, purchasing, and cost-control measures
Oversees grant management, including application, monitoring, reporting, and auditing
Provides executive oversight of Information Technology operations and technology initiatives
Manages and supports the hiring process for department staff
Participates in the development, implementation, and evaluation of departmental goals and objectives
Conducts research, prepares reports, and delivers presentations to internal and external stakeholders as assigned
Evaluates operational processes and recommends improvements to increase efficiency and reduce turnaround times
Maintains current knowledge of applicable laws, regulations, and compliance requirements relevant to departmental operations
Provides recommendations regarding staffing actions, including hiring, transfers, promotions, discipline, and performance evaluations
Oversees the administration of programs and services assigned by the Chief of Police, ensuring alignment with departmental priorities
Responsible for the overall administration of departmental services and programs as assigned by the Chief of Police, reporting directly to the Chief of Police
Qualification
Required
Bachelor's degree in Public Administration, Business Administration, Finance, Organizational Leadership, or related field is required
Minimum of five (5) years of progressively administrative and financial experience
Experience in supervision is required
Must possess a valid Florida driver's license, free of serious violations or ability to obtain an in state license within thirty (30) days from date of hire
Knowledge of applicable federal, state and local laws, regulations and standards relating to police administration protocols, procedures, and methodology
Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance
Must be able to speak and write clearly and concisely, and present ideas in an effective, professional manner to a wide spectrum of individuals
Ability to work, supervise activities, and train employees in several diverse areas of the department
Possess a strong understanding of law enforcement operational needs and support structures (no sworn experience required)
Ability to interpret, adapt, and apply guidelines and procedures
Ability to manage complex projects and collaborate with sworn staff
Must have extensive knowledge of effective hiring practices and procedures
Capable of evaluating operations to formulate policy and interpret new strategies and procedures
Ability to develop and maintain effective working relationships with other employees, other city department directors and staff, contractors, elected officials, other government agencies and the general public
Proficiency in Microsoft Office Professional applications, including Word and Excel
Basic working knowledge of the current Microsoft Windows operating system
Ability to quickly learn and adapt to department-specific software applications
Ability to sit, stand, walk, climb, bend, stoop, and lift
Ability to work both indoors and outdoors in all kinds of weather
Must be capable of functioning in a fast-paced, high-stress environment with multiple priorities and deadlines
Preferred
Master's degree preferred (MPA, MBA, MS in Leadership)
Experience in law enforcement system preferred
