ATTORNEY III
The Department of Water Resources (DWR) is seeking an Attorney III to provide legal support in public works and construction contracting. The role involves advising executive management and program staff on complex legal matters, while exercising independent judgment and discretion.

Responsibilities
Perform duties related to the legal support of Department of Water Resources (DWR) public works and construction contracting, architectural and engineering (A&E) program, and procurement of goods and services
Advise the DWR Director, other DWR executive management, and DWR program management and staff about complex and sensitive cases and/or matters involving opposing counsel with a high level of specialization
Have contact with members of the legislature, high level governor appointees, constitutional officers, and the general public
Qualification
Required

Able to work cooperatively with a variety of individuals and organizations
Must be able to professionally communicate with DWR executive management, colleagues, and internal and external stakeholders
Must be able to perform with broad discretion and independence with minimum supervision
Experience with various forms of contracting, including government, architecture & engineering (A&E), and public works contracting
Experience with competitive bidding procedures or requirements
Experience interpreting procurement law or regulations
Experience in construction litigation, general litigation, public works arbitration, or with cooperative agreements
Experience researching or drafting legal opinions regarding construction matters
Experience with alternative dispute resolution (ADR)
Experience conducting training
Experience drafting regulations or procedures
