ANALYST II

Caltrans District 3 is part of the California Department of Social Services, dedicated to serving and supporting Californians in need. The Analyst II role involves supporting the implementation of the California Statewide Automated Welfare System (CalSAWS) by managing issue tracking systems, facilitating meetings, and preparing regulatory documents.

Government Administration

Responsibilities

Drafting issue papers, briefing documents, and status reports, and managing issue tracking systems
Facilitating meetings and work groups with state, county, federal, and stakeholder partners, and servicing as a spokesperson in CalSAWS matters
Developing, amending, and maintaining program regulations; preparing bill analyses; and coordinating fiscal impact assessments
Acting as the AIB Legislative Coordinator to review, assign, process, and track bill analyses during each legislative session for bills with potential CalSAWS and EBT impact
Preparing briefings and presentations for executive management and stakeholders
Performing other duties as assigned

Excellent analytical skills with demonstrated ability to work independently, think logically and creatively, apply a range of analytical and research tools, identify gaps and opportunities for improvement, make sound recommendations, and develop business requirements based on the recommendations
Experience leading large meetings and using strong verbal and written communication skills to present information to all levels of stakeholders, including management, business and technology staff, and solution partners, to prepare and present written recommendations, and to report project information accurately and timely
Experience working in a team environment, as a coach, mentor, and in a leadership capacity
Knowledge and understanding or willingness and ability to learn CDSS organization, business program areas, technology architecture, and processes
Experience using Microsoft Office Suite, MS Teams, and SharePoint
Knowledge of welfare programs and CalSAWS is highly desirable
Experience with county operations and information technology is preferred
