ASSOCIATE TELECOMMUNICATIONS ENGINEER

The California Governor's Office of Emergency Services (Cal OES) is seeking an Associate Telecommunications Engineer to join their team. This role involves providing engineering services for public safety communications systems, ensuring they meet the critical operational requirements of the state. The position includes responsibilities such as assisting in system design, directing maintenance staff, and developing technical reports.

Government Administration

Responsibilities

Ensure engineering services for PSC meet the critical operational requirements of the state
Provide direction to maintenance technical staff for the installation and maintenance of new systems
Assist engineering lead persons in large system implementations
Develop technical reports and equipment selection criteria
Provide project cost estimates for parts and labor
Notify the supervisor of risks to the project’s budget, schedule, and scope

Required

Three or more years of experience designing or developing Land Mobile Radio (LMR) systems, including RF subsystems such as antennas, filters, combiners, and site configuration
Three or more years of experience performing RF system design, propagation modeling, FCC licensing, field survey reporting, and system performance testing
One or more years of hands-on operation of advanced RF test equipment, including: Communications Service Monitor, Spectrum Analyzer, Vector Network Analyzer, Digital Storage Oscilloscope, In-line Watt Meter
One or more years of practical experience with IP networking and architecture, preferably in a Motorola ASTRO 25 environment or similar P25 core network
Excellent written and verbal communication skills, with demonstrated ability to produce design plans, engineering reports, test documentation, training material, and PowerPoint briefings for internal and external stakeholders
Ability to work independently, lead small technical efforts, and provide guidance to junior engineering staff
Strong analytical and problem-solving skills with the ability to diagnose complex RF, networking, and system integration issues
Bachelor's degree in Electrical Engineering, Computer Engineering, Telecommunications, or a related technical field
Participation in the DMV Pull Program is required. The position(s) require(s) a valid California Driver's License (CDL)
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment

Preferred

CCNA, Network+, or advanced networking certifications
P25 Radio System Fundamentals, P25 Trunking, or Motorola ASTRO 25 System Architecture training
Additional RF engineering or microwave communications certifications
Relevant graduate coursework or specialized RF/network training is a plus
