Knowledge Management Engineer (KME)

Responsibilities
Will work as a team to collaborate with USEUCOM staff to capture requirements, define use cases, and translate operational needs into solutions
Map processes, gather data, and analyze operations to identify inefficiencies and recommend improvements
Applying Lean, Agile, and design thinking methodologies to standardize KM best practices across directorates, KMEs aim to improve efficiencies across the staff
Develop Business Case Analyses to justify new tools, integrations, and workflow improvements
Deliver training, workshops, and user guides to drive adoption of KM tools
Serve as a trusted advisor to senior leaders and action officers, fostering a culture of knowledge sharing
Design, implement, and improve KM platforms and digital workflows to support EUCOM mission requirements
Develop SharePoint Online sites, lists, forms, permissions, and customizations; manage daily operations as Site Collection Administrator
Build and sustain Power Platform applications, automated workflows, and Power BI dashboards to capture knowledge and enable data-driven decisions
Integrate KM solutions with enterprise IT services while ensuring compliance with DoD data governance and cybersecurity standards
Maintain system documentation, process roadmaps, and lifecycle sustainment plans
Qualification
Required
5 years with BS/BA, 7 years with AA/AS or 11 years of experience in lieu of degree
Active SECRET clearance with ability to obtain/maintain TS/SCI
Ability to obtain a TESA visa in Germany
5+ years in business process analysis/engineering, with proven experience in process mapping and improvement
5+ years administering SharePoint (2016/2019/Online), including site collections, page design, permissions, and troubleshooting
Proficiency in Microsoft Office, Visio, Power BI, and workflow tools (Power Automate, SharePoint Designer)
Experience in KM or process reengineering in a military HQ or joint command environment
Strong communication skills; able to brief senior leaders and work in a collaborative, fast-paced environment
Demonstrated expertise in qualitative user research methods, including proficiency in conducting structured user interviews, developing interview guides, and applying techniques for uncovering user motivations and behaviors as outlined in established UX research frameworks
DoD 8570.1 IAT Level II certification
Preferred
PMP, Lean Six Sigma, or business analysis certifications
Experience with Agile development environments, including familiarity with ServiceNow, Confluence/JIRA, or similar KM platforms
Knowledge of Joint Operational Planning and staff processes
Familiarity with user research best practices from recognized sources such as Steve Portigal's 'Interviewing Users,' with experience translating interview findings into actionable insights and knowledge management systems that support product decision-making experience with custom developed Microsoft Power Apps
