Responsibilities
Under limited supervision, serves as program/project leader for several Healthcare Quality systems
Assists with development, coding, data collection, management and analysis
Provides technical support and guidance to staff in a variety of roles with assistance from IT as needed
Works with peers to provide expertise for the design and business feasibility of various Healthcare Quality systems from concept to design, testing, implementation, and support
Recommend tools/solutions to develop and/or enhance systems and applications
Analyzes user needs and translates needs into functional requirements/specifications
Leads the creation and execution of complex test scenarios to ensure proper system operation
Leads Healthcare Quality's efforts in the coordination of system modifications
May lead staff in recreating user problems to resolve operating difficulties and identify problems
May lead the system development life cycle to include designing, testing, implementing, supporting software and/or hardware, quality assurance, regression testing, etc
May lead and direct work of others
Manage systems business activities defined by the agency's System Development Life Cycle
Serves as the program/project leader and subject matter expert associated with content, processes, and procedures
Develops technical documentation (designs, specifications, processes, and workflows) and communicates technical jargon in layman's terms
Assists in creating and executing procedures that ensure that all systems, products, and services meet agency standards and end-user requirements
Works in conjunction with Information Technology (IT) developers to estimate the amount of analysis and development effort needed for various Healthcare Quality systems
Collaborates with Healthcare Quality staff on projects related to data collection, management, and analysis
Assists in identifying areas of improvement and training opportunities
Assists with the development and maintenance of dashboards for internal and external use
Performs other duties as assigned, to include, but not limited to assisting in special projects, participating in disaster preparedness and response, and is designated as an essential employee, subject to duty and/or call on a 24-hour basis during an emergency
Qualification
Required
A bachelor's degree in computer science or a related area and experience in computer system development and modification
Relevant experience may be substituted for the Bachelor's degree on a year for year basis

A criminal records check will be conducted prior to an offer of employment
Preferred
Certification in database mining, coding, or a related area and expertise in computer system development
Ability to analyze and reduce complex technical data to logical order
Ability to communicate in a clear and concise manner, work effectively with users, vendors, and other IT personnel
Ability to assist with identifying and resolving problems
