Responsibilities

Provides strategic leadership for defining the overarching vision, policies, and operational standards for C2ISR SATCOM On-Site Engineering Support across the entire enterprise, including multi-orbit, multi-band SATCOM architectures and their integration with terrestrial, airborne, and maritime transport networks. Leads activities to transition to modernized engineering practices, digital engineering frameworks, and emerging mission systems technologies
Establishes enterprise-wide goals and long-range strategic plans for delivering immediate technical solutions and maintaining mission-critical SATCOM and ISR transport capabilities in diverse and often challenging mission environments, ensuring resilient, low-latency delivery of sensor data, full motion video, and C2 information
Serves as the principal authority on complex SATCOM system integration, advanced troubleshooting, and specialized touch labor for C2ISR assets, including MILSATCOM and commercial SATCOM systems, multi-band RF architectures, cross-domain gateways, and end-to-end ISR data transport workflows. Provides training on integrated C2ISR workflows, data flows, QoS prioritization, and cross-platform dependencies
Directs and controls all on-site SATCOM engineering initiatives, holding ultimate responsibility for strategic planning, resource allocation, process methodologies, and staffing to ensure operational excellence across SATCOM, ISR backhaul, and mission transport services
Leverages deep domain and expert technical knowledge to conduct comprehensive SATCOM and ISR transport risk assessments, develop advanced mitigation strategies for contested and degraded operations including jamming, spectrum constraints, cyber threats, and physical security, and integrate resilient engineering solutions such as frequency agility, anti-jam techniques, and alternate path routing
Engages in high-level client negotiations and strategic interfacing with senior management, shaping SATCOM and ISR transport policies, resource allocation, and technical standards with critical impact on mission effectiveness and global operational readiness
Utilizes the following TO Management & Financial Tracking Tools: Microsoft Power Platform (Power Apps, Power BI, Power Automate); G Invoicing API; ASSIST portal integration; variance analysis dashboards; MS Project; Primavera; GFP management modules; WBS tracking systems; ServiceNow; Jira Service Desk; automated RIP/CTP/TAR workflows; SharePoint libraries; Confluence; Microsoft Search; lessons learned databases; video library repositories; eMASS, Archer GRC; internal audit portals; Excel/SharePoint audit templates; CMDB with version control; Power BI with R/Python integration; Tableau; predictive analytics engines; Teams; Azure AD role based access; mobile access via Power Apps
Utilizes the following Role Specific Tools: Microsoft Word; Excel; SharePoint; Confluence; ServiceNow; Jira; RF diagnostic and spectrum analysis tools; SATCOM modem and antenna test equipment; link budget analysis tools; cabling test equipment

Required

Previous experience as a SATCOM Engineer or similar role supporting a DoD customer at the CCMD level
Minimum of 12 years' experience with a BS/BA degree or 10 years' experience with a MS/MA or 7 years' experience with a Ph.D. OR 16 years without a degree OR 14 years with AS/AA
A current, active DoD security clearance at the TS/SCI level
US citizenship is required
DOD 8140 Compliance based on functional role for WRC: 441 Network Operations Specialist, Advanced Level / ability to obtain

Preferred

DoD-approved IA baseline certification for ADP-III/IT-III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment
