Responsibilities

Manages quality assurance auditor inspection and surveillance efforts for six security program areas at all SPR sites
Lead all Performance Assurance activities, assessments, and working groups to ensure security personnel are completing work within DOE regulations, policies, directives, and orders
Analyze assessment data for tracking and trending purposes in order to discuss assessment results with senior management and government customer
Assist with DOE federal surveys to establish a unified mission of protecting all security assets and planning for security program changes
Develop, design, plan, checklists for all site management appraisals, inspections, organizational assessments, and self-assessments
Confers with security subcontractor to plan for all security assessments to include firing range operations
Oversee Contractor Assurance System efforts to ensure effective planning, scheduling, completion, and corrective action follow up steps are taken
Prepare status and close out actions for all security items in the assessment tracking system (ATS)
Verify and approve ATS close out and fix action requests are adequate and sufficient to improve quality of security business deliverables
Perform Extent of conditions and effectiveness reviews for all security ATS findings
Adapt to all schedule changes and advise involved personnel of the most up to date information
Develops and leads security QA audits, systems evaluations, inspections and surveillances to ensure the identification of best practices and approaches and that non-conformances are identified and appropriately documented and addressed
Initiate required meetings with security subcontractor in order to discuss and make any changes to existing policies pertaining to protective force operations and personnel (Extent Of Conditions and Effectiveness Reviews)
Conducts technical quality assurance analyses to develop approaches and solutions on the more challenging activities
Ensures the appropriate development, use and maintain of audit and evaluation reports, documentation and tracking systems
Manages specific assigned components of the Company’s security quality assurance effort such as ISO 9001 Quality Management System including leading security Organizational Assessment Program, Performance Improvement opportunities, Managements Assessment System, promoting and utilizing the Lessons Learned Database, Performance Measurement Management System and Assessment Tracking System as required
Includes responsibility for development and authoring of Security CAS Procedure
Coordinates with other directorates, sites, vendors and the customer to ensure an effective, coordinated approach to security quality assurance activities
Includes representing the directorate on internal and external committees, task forces and working groups (PI Teams)
Develops and implements QA plans, procedures and reviews to ensure site and vendor activities are conducted in a technically sound manner and support Company operational objectives
Maintain positive working relationships with all Site Security Specialists (SSS) while informing and providing operating guidance and instruction for the six security program areas
Exchange relative information about all security programs to enhance business operations, communication, and awareness of all facets that affect safeguard and security (S&S) interests

Required

Bachelor's degree and 5 years experience OR High School diploma and 10 years experience in Security/Emergency Program Management, Commissioned Law Enforcement, Military, or Quality/Performance Assurance
Must be able to acquire and maintain a “Q” security clearance

Preferred

Preference given to those nationally certified in quality disciplines such as the American Society for Quality (ASQ) or Certified Quality Auditor (CQA)
CPP certified preferred
Degree in Business, Management, and/or Security/Emergency Management preferred
Experience with Project and/or Program Management highly desired
Preferred Certified lead auditor to the ISO 9001 Quality Management System or ISO 14001 Environmental Management System
