Community Development Manager
NEOGOV is seeking a Community Development Manager to lead the operations of the Community Development Department for the City of La Palma. Responsibilities
Plans, organizes, directs, and actively carries out Community Development Department operations and activities, including building and safety, code enforcement, business licensing, economic development, housing, land use, and planning
Oversees advance and current planning activities; confers with developers, construction representatives, and property owners on proposed projects and recommends changes; interprets and resolves conflicting policies and standards concerning land use and building codes; organizes and supervises the preparation of current and advanced planning reports and studies, including land use, zoning, population, housing, and environmental impacts; review, modify, and approve agenda reports, zoning studies, variances, General Plan Elements and amendments, conditional use permits, and zoning code amendments
Supervises, monitors, and assists the work of code enforcement and business licensing activities; guides and advises with interpretation and application of the City Code, California Building Codes, International Property Maintenance Codes, and City’s Business Licensing program; resolve broad range of complex issues while maintaining harmonious public relations
Manages and personally participates in developing and implementing goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels in a small department; advises the City Council, Development and Circulation Committee, City Manager and others on planning issues; assembles necessary resources to solve a broad range of programmatic and service delivery problems in current and/or advanced planning
Plans, directs, coordinates, and personally executes portions of the work plan for assigned staff and assigned contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and contractors to identify and resolve problems
Serves as Project Manager for major or large-scale projects including but not limited to master planned communities or specific plans; negotiates resolution of complex issues relating to a wide variety of policy and development proposals
Participates in the selection of Community Development Department personnel; provides or coordinates staff training and evaluations; works with employees to correct deficiencies; implements discipline and termination procedures
Monitors and manages housing set-aside programs, projects, and activities; prepares annual progress reports on housing element implementation and Regional Housing Needs Assessment (RHNA) objectives to California Housing and Community Development (HCD) and California Office of Planning and Research (OPR)
Serves as Project Manager for major planning, policy, or regulatory and economic development initiatives, including zoning code updates, Housing Element updates, and discretionary permit applications; negotiates resolution of complex issues relating to various policy and development proposals
Participates in selecting Community Development Department personnel; provides or coordinates staff training and evaluations; works with employees to correct deficiencies; implements discipline and termination procedures
Responsible for the day-to-day implementation of the City’s Economic Development Plan, including direct coordination with local businesses, implementation of priority action items, and ongoing monitoring of progress
Oversees, directly prepares, and participates in the development and administration of the Community Development Department’s annual budget; participates in the forecast of funds needed for staffing, department contracts, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments
Researches, analyzes, prepares and presents reports and Ordinances to the City Council, Development and Circulation Committee, public groups, and City staff regarding regional and local planning issues
Coordinates the preparation and proofreading of agendas, agenda reports, and minutes for the City Council, Boards, Commissions, and other committees, as appropriate
Makes decisions within specified limits regarding land use and zoning matters; ensures proper administration of the City's zoning and related codes
Attends and participates in professional group meetings and conferences; maintains awareness of new trends and developments in the urban planning field and community development matters, including legislation, court rulings, and professional practices and techniques; evaluates their impact on City operations and recommends policy and procedural improvements
Confers with personnel from other departments and agencies in carrying out assignments; represents the City effectively in meetings with commissions, community groups, governmental bodies, the media, the public, and applicants; meets with professionals, citizens, and organizations to encourage action or resolve problems related to division work activities and projects
Performs other duties as required and/or assigned by the City Manager or their designee
Qualification
Required
Completion of a four-year college degree with major work in planning, urban design, architecture, environmental design, or a related field
Five years of progressively responsible experience in planning and/or municipal economic development
At least one year of supervisory experience
Possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record
Preferred
A Master's degree in planning, urban design, architecture, environmental design, or a related field is highly desirable
Benefits
Retirement – The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2% at 60 formula for existing CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. Employees are responsible for paying the full Employee contribution through payroll deduction. The City does not participate in Social Security except for the mandatory Medicare Program.
Medical Insurance - The City contracts with CalPERS to offer medical insurance to employees and their eligible dependents. The City provides a monthly health benefit allowance to be used toward monthly health insurance premiums currently $667.49 Employee Only, $1156.49 Employee + 1, $1415.49 Employee + 2.
Wellness Program - All employees and their dependents are enrolled in a confidential Employee Assistance Program.
Annual Health/Wellness Reimbursement Program - All management employees are eligible to receive reimbursement up to $500/fiscal year, for health and/or wellness services or programs upon City Manager approval.
Dental Insurance - The City provides dental coverage for employees and their eligible dependents. The City pays 100% of the premium and has a reimbursement program (up to 30%) for crowns.
Vision Insurance - The City has a vision care reimbursement program (up to $400) per employee and their eligible dependents per fiscal year.
Life Insurance – The City contracts with The Standard Insurance Company to provide $100,000 in basic group term life insurance for employees with additional coverage for eligible dependents. Employees may purchase additional coverage by participating in AFLAC plans.
Disability Insurance – The City provides short and long term disability insurance coverage with the City paying 100% of the premium.
Flexible Spending Accounts – The City currently offers a flexible spending account plan through which employees may set aside pre-tax dollars for a wide variety of eligible non-reimbursable medical expenses for themselves or their eligible dependents and/or eligible dependent care expenses.
Additional Insurance Opportunities – The City contracts with AFLAC to provide additional health, dental, and life insurance coverage, as well as many other reimbursable plans. Employees may set up these accounts as pre-tax dollars.
Deferred Compensation Accounts – The City offers employees the option to defer pre-tax earnings through the ICMA-RC 457 Deferred Compensation Plan; contributions are at the employee's discretion.
Retiree Health Benefits – The City contributes the minimum Public Employees Medical and Hospital Care Act (PEMHCA) contribution, currently $160 per month, toward retiree medical insurance for retirees who elect to continue their CalPERS medical coverage into retirement. The city does not offer retiree dental or vision coverage.
Holidays - Ten (10) paid fixed holidays and 40 hours of paid floating holiday time annually are provided. Employees are required to use either floating holiday time, vacation time, or compensatory time to facilitate a holiday closure between Christmas and New Years.
Vacation - Full-time employees entering service after July 1, 2011, earn 80 hours of annual vacation leave per year through year 5, with leave increasing to 184 hours by year 20.
Sick Leave - 96 hours per year and can accrue a total balance of 760 hours.
Administrative Leave - Management Employees are FLSA Exempt and therefore receive 80 hours of administrative leave per fiscal year subject to City Manager approval.
Bilingual Pay - The City offers employees the opportunity to test once per year for bilingual accuracy. After successfully passing an interactive test, the employee will receive $150/month. Testing is renewed biannually in order to continue receiving the stipend.
Work Hours - Full-time employees work a four day work week/10 hour work days; a 40 hour work week, Monday - Thursday.
