Responsibilities

Plans, develops, communicates, facilitates, and monitors implementation of District’s safety and environmental compliance programs
Provides technical and specialized support to District personnel regarding safety and environmental compliance programs
Coordinates the District’s aquatic, plant and animal pest control program; coordinates crews engaged in the control of aquatic and/or terrestrial pests, plans aquatic applications to the irrigation system and assists in maintaining required records. May be required to represent the District as the legally responsible person for the administration of local, State, and Federal aquatic, plant and animal pest control program permits
Plans, administers, and coordinates District’s safety program elements and provides safety orientation training to new employees
May directly supervise employee(s) assigned to the District’s safety and environmental compliance programs
Exercises authority to issue a stop work order to District crews, hired consultants and contractors, and private individuals granted permission to work on or near District facilities if unsafe working conditions are observed
Work with District General Counsel and Human Resources Department to maintain employee records and adheres to all laws and District policies related to confidentiality when in possession of protected information, records, or reports
May directly issue or recommend issuance of a verbal and/or written warning to District personnel for safety violations or unsafe safety practices
Investigate and identify the root causes of incidents and hazards leading to the development and implementation of preventive measures and practices; and by preparing and recommending policies and procedures
Conduct safety inspections; document and report findings, require corrective actions at District facilities and job sites; require appropriate personal protective equipment (PPE), engineering controls, worksite modifications, and/or changes to policies and work practices
Plans, coordinates, participates in, and improves District safety related training for first aid, CPR, and driver safety
Orders and inventories all chemicals needed for the District’s aquatic, plant and animal pest control program
Maintains and coordinates compliance with all required permits for regulated, restricted and/or hazardous materials as administered through regulatory agencies
Works with staff to promote continuous improvement in all aspects of safety and environmental compliance
Prepares annual reports to Division of Safety of Dams (DSOD) for Woodward Reservoir and to the Federal Energy Regulatory Commission (FERC) for Woodward and Frankenheimer Power Plants
Collects, monitors, and analyzes data, documents findings, and prepares technical reports and recommendations
Analyzes laboratory, inspection, and violation reports, and composes annual reports for local/State/Federal regulatory programs
Schedules, plans, and conducts environmental inspections of District facilities; reports problems and recommends remedies
Represents the District when interfacing with regulatory agencies, peace officers, safety, environmental compliance, and risk management organizations and other interested parties
Coordinates the storage, transportation, and disposal of District’s hazardous and/or restricted materials and wastes
Trains District personnel in the use and control of hazardous materials, ensuring proper safeguards, engineering controls, and protective equipment are used when storing, handling, or cleaning spilled material
Reviews work plans, job hazards analysis, designs, and specifications for District’s capital projects and provide recommendations to address compliance with environmental containment, hazardous materials, worksite health and safety and related issues
Develops and maintains filing and tracking systems for regulatory reports, required permits, and employee training in safety and environmental compliance
Conducts special studies and research and prepares reports evaluating the impact of current and proposed workplace health and safety and environmental regulations on District operations
Engages with and escorts inspectors from regulatory agencies, investigators, insurance companies, etc
May be required to respond to District emergency situations, accidents or incidences occurring at a District job site or facility or involving District personnel
Prepares and administers the Safety & Environmental Compliance Program Budget
Builds and maintains positive working relationships with District employees, regulatory agency staff, community partners, customers, and the general public using principles of good customer service

Required

A bachelor's degree from an accredited college or university with major course work in environmental science, biological science, chemistry, agriculture or horticulture, engineering, or a related field
Five years of progressively responsible safety and/or environmental protection or compliance experience
Additional experience as a supervisor or manager
Must possess a valid California Class C driver's license and must maintain a clean driving record
Qualified Pesticide Applicator License or Certificate within 1 year of hire
OSHA 30 Hour Certification or Equivalent within 1 year of hire
OSHA Forklift Train-the-Trainer Certification within 1 year of hire
OSHA Boom Lift and Scissor Lift Train-the-Trainer Certification within 1 year of hire
HAZWOPER 24 Hour Certification
Recognized safety certification (CSP, or equivalent)
Principles and practices of safety and environmental compliance
Environmental quality regulatory requirements including restricted/hazardous materials and compliance
District operations, policies and procedures
Safety regulations, engineering controls and personal protective equipment, and applicable industry specific safe working practices and procedures
Inspection and data collection methods, and principles and practices of quality assurance and quality control specifically in air quality, air temperature, and water sample collection, handling, and testing
Sources of information pertinent to the safety and regulatory compliance industries
Principles of chemical and biological sciences applied to worksite safety and human health protection from hazard exposure
Principles and practices used in emergency/incident response
Procedures for conducting environmental investigations, research, and studies
Safe use and operation of District vehicles, machines, heavy equipment, power tools, hand tools, pumps, ancillary equipment and accessories
Organizing, leading, motivating, mentoring, disciplining, and supervising employees
Identify, remedy, and avoid workplace hazards
Write technical documents concisely and clearly
Exercise judgment fairly and without bias
Clearly articulate requirements in regulations, laws, policies, procedures, and instructions
Manage multiple projects, priorities, and deadlines
Solve problems, identify alternative solutions, foresee consequences of proposed actions and recommend/implement effective solutions in support of stated goals and objectives
Develop and disseminate training material
Work both independently within established guidelines and as a team leader
