Chief Assessor
Union County is seeking a knowledgeable and experienced Chief Assessor to lead the County’s real estate assessment operations. This position directs the valuation of real property for taxation purposes and oversees the daily operations of the Assessment Office, ensuring compliance with applicable laws and regulations while delivering accurate, fair, and transparent assessments.

Responsibilities
Supervise, direct, and evaluate assessment office staff, including training, performance management, and day-to-day workflow coordination
Direct the valuation, appraisal, and assessment of real property, including determining tax-ability, exemptions, and fair market value
Interpret and ensure compliance with Pennsylvania assessment laws, regulations, and County policies
Provide technical expertise and assistance on complex appraisal and assessment matters
Review and process property assessment appeals; coordinate and present information at appeal hearings
Serve as a primary point of contact for taxpayers, attorneys, real estate professionals, and government officials regarding assessment issues
Oversee preparation and processing of assessment notices, tax-related documentation, reports, and audit materials
Develop, administer, and monitor the department budget
Maintain accurate records and assessment databases using standard office and assessment software
Stay current with changes in assessment laws, professional standards, and industry best practices
Qualification
Required
Associate's degree in real estate property appraisal or a related field
Five (5) years of progressively responsible experience in real estate appraisal and assessment
Pennsylvania Certified Evaluator (CPE) certification (must be possessed and maintained)
Valid Pennsylvania driver's license
Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered
Successful completion of a criminal background check
Successful completion of a drug and alcohol screening
Successful completion of a reference check
Strong supervisory and leadership skills
Ability to analyze and interpret complex data and regulations
Excellent communication and customer service skills
Proficiency with computers and standard office software, including databases and spreadsheets
Ability to exercise independent judgment and problem-solving skills in a regulatory environment
