Responsibilities
Work with Development and Construction on the timing of plans and project logistics to support operational and financial goals
Assist with master plan coordination, project phasing considerations, and implementation status tracking
Develop project-wide standards for proposed infrastructure and site improvements
Support district-wide stormwater quality design solutions and turnover to operations
Coordinate plan set scope for operational needs, flexibility, and financing purposes
Review plans for consultant coordination, consistency, and adherence to adjacent conditions
Lead design oversight and coordination efforts related to earthwork management, backbone infrastructure, and vertical construction interface
Prepare plan packages for various district improvements, including water, sewer, dry utilities, and drainage
Work with professional consultants on contracts and scopes, reviewing pricing and invoices
Ensure agency requirements are met with public financing
Develop RFPs for future work efforts
Review consultant change orders and provide input on proposed scope and fees
Prepare cost-benefit analyses on upsizing, alternative materials, and evaluating different systems and solutions
Identify opportunities to build smarter, future-proof infrastructure, and reduce risk
Provide input on design adjustments to enable flexibility for future market conditions
Investigate new technology and innovative solutions to advance the district’s vision
Discuss approach, design practices, and options with engineers and construction trade partners
Recommend strategies to avoid conflicts in the field, such as potholing vs. reliance on as-builts or alternative routing
Provide input on alternatives analysis related to maintaining existing facilities vs. constructing new improvements
Build relationships with municipalities and agencies to support project goals
Assess when to negotiate vs. when to proceed as recommended by agencies
Foster vested interest among agencies to align with project objectives
Engage in regular meetings with key stakeholders to build trust and facilitate efficient implementation and permitting
Provide on-site support for solutions and optimal sequencing during construction
Assist with bid package compilation and development of project overview documents
Review plans to ensure the implementation of key scopes and details
Keep consultant teams aligned with priorities and ensure work products meet completion expectations
Verify completeness of bid documents to limit pricing and scheduling risks
Conduct periodic site reviews to ensure critical infrastructure and scopes are properly executed
Refine overall QA/QC processes, such as Bluebeam Studio, and confirm consultants perform internal QA/QC
Lead engineering efforts and collaborate with Development to ensure seamless integration of site and building improvements
Work with consultants to confirm understanding of project objectives and implementation of appropriate solutions
Challenge consultants to provide design options and recommendations that align with the district’s character and operational goals
Qualification
Required
Bachelor's degree in Civil Engineering, Construction Management, Real Estate Development, or a related field required
10+ years of progressive experience in real estate development, engineering, construction, or infrastructure planning, with a focus on large-scale mixed-use or commercial projects
Extensive experience managing consultants, contractors, and agency relationships in a development or engineering environment
Proven track record of leading complex projects, from design through execution, while ensuring alignment with financial and operational objectives
Deep understanding of civil engineering principles, site planning, infrastructure design, and construction best practices
Strong grasp of real estate development processes, including entitlements, permitting, and municipal coordination
Expertise in reviewing and managing engineering plans, contracts, scopes of work, and cost estimates
Knowledge of regulatory and compliance requirements related to land development and construction
Strong analytical and problem-solving skills to assess development challenges and identify optimal solutions
Excellent negotiation and decision-making abilities to manage contracts, consultants, and agency interactions
Effective communication skills, both written and verbal, with the ability to present technical concepts to non-technical audiences
Able to build and maintain strong relationships with internal and external stakeholders, including municipalities, agencies, and consultants
Able to lead cross-functional teams and provide mentorship to junior staff
Able to adapt to changing project needs, prioritize tasks effectively, and drive results in a fast-paced environment
Able to identify opportunities for process improvement and implement best practices in engineering and development
Able to synthesize complex project data and provide clear recommendations
