Chief Information Officer

The State of Delaware is seeking a strategic and operationally strong leader to serve as the Chief Information Officer (CIO) and head of the Department of Technology and Information (DTI). The CIO will be responsible for setting the vision and strategy for the state's technology, cybersecurity, and digital services, while also serving as the principal technology advisor to the Governor and Cabinet.

Responsibilities

Lead the Department of Technology and Information to effectively and measurably fulfill all statutory responsibilities, ensuring reliable, secure, and cost-effective technology services statewide
Serve as the Governor’s chief technology adviser, translating policy priorities into a limited set of executable, outcome-driven statewide technology strategies
Act as the Cabinet-level executive accountable for statewide technology outcomes, including delivery performance, risk management, and transparency
Partner with state agencies to define, prioritize, and deliver agreed-upon technology initiatives, ensuring timely delivery of high-quality solutions with clear metrics, timelines, and accountability
Establish and enforce statewide technology standards and vendor performance expectations, ensuring third-party services deliver measurable value, reliability, and cost efficiency
Build, lead, and retain a high-performing technology organization, with clear performance objectives, leadership development, and succession planning aligned to enterprise needs
Direct and oversee the administration and operations of the Department of Technology and Information, ensuring organizational structure, resources, and processes support statewide priorities
Appoint and manage personnel to achieve defined organizational outcomes, including delivery effectiveness, operational resilience, and workforce sustainability
Design and evolve the Department’s organizational structure to improve execution, accountability, and responsiveness, including consolidating, transferring, or realigning functions as necessary
Execute contracts and agreements to support statewide technology objectives, ensuring procurement, sourcing, and contracting decisions align with strategic priorities and performance goals
Engage consultants and technical expertise strategically, ensuring external resources are used to accelerate outcomes and transfer knowledge, not replace accountability
Establish and enforce policies and regulations governing statewide technology services, ensuring compliance, consistency, and adaptability to changing needs
Ensure technology facilities and infrastructure are maintained and modernized to support secure, resilient, and efficient statewide operations
Develop and manage the Department’s budget to align investments with prioritized outcomes, demonstrating fiscal discipline, transparency, and return on investment
Coordinate technology activities across state agencies to drive enterprise alignment, reduce duplication, and improve service delivery to residents and employees
Exercise delegated authority to resolve enterprise technology risks and barriers, while remaining accountable for outcomes, transparency, and alignment with statewide priorities

Required

Executive leadership of a large, complex organization with enterprise-wide accountability for outcomes
Enterprise technology strategy development, including prioritization, sequencing, and alignment with executive policy objectives
Cybersecurity, risk, and resilience leadership, including executive risk communication and incident response
Leadership of large-scale technology initiatives, with demonstrated ability to deliver results on time and within scope
Budget, investment, and contract management, with emphasis on value realization, cost control, and transparency
Change management and organizational transformation leadership, including driving adoption and cultural change
Vendor, procurement, and sourcing governance, including performance management and risk mitigation
Enterprise data governance and analytics strategy, supporting decision-making and public accountability
Crisis, incident, and continuity leadership, including coordination with executive and external stakeholders
Policy development and regulatory compliance leadership, translating requirements into executable standards
Exceptional executive communication and stakeholder leadership, including Cabinet engagement, cross-agency influence, and public-facing communication
The CIO must establish residency in the state of Delaware within six months of appointment (although an additional 6-month extension may be granted for good cause)
