Clinical Informatics Manager
NEOGOV is seeking a Clinical Informatics Manager to lead the integration of clinical insights and advanced health technology within the Washington State Department of Corrections. Responsibilities
Leading and applying theoretical and practice-based expertise in the procurement, design, development, implementation, evaluation, management, and continuous improvement of public health information systems to support prevention and health promotion activities of the agency, public health programs, and surveillance and disease reporting, enabled by effective application of technology which could look like:
Proposing, initiating and leading informatics in the design and implementation of public health information systems and programs (especially concerning electronic health records and light weight electronic data capture tools for underserved providers and congregate settings)
Providing operational and programming support in informatics subject matter area including professional-level workflow design, relief for staff, and technical troubleshooting for community partners, system overload, or other emergency situations where detailed knowledge of systems and programming is required
Providing informatics expertise in the implementation, development, enhancement, and maintenance of one or more health information systems
Developing or oversight of the development of use cases, business process documentation, workflow analyses for information system development, and manages resources for assigned areas of public health practice
Leading engagement with partners to assess, manage, and communicate changes that are direct and indirect results of public health informatics activities
Leading and advising agency on complex EHR products such as: Epic, Epic Rover, and EpiCare Link
Advising on how to ensure EHR products can follow national standards that lead to proper processing of raw data into information
Conceptualizing and directing the development and management of cross agency tools for electronic data capture in underserved populations
Serving as the primary clinical applications lead for the DOC’s Epic implementation project across medical, nursing, pharmacy, and behavioral health domains
Providing public health informatics knowledge and system specific knowledge to program areas

Qualification
Required
High school diploma or equivalent
Ten (10) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards
Bachelor's degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field
Six (6) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards
Master's degree or higher from an accredited graduate school with a focus in public health, public health informatics, health-care informatics health information management (HIHIM), information technology, computer science, information science, public policy or health policy, statistics or related field
Six (6) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards
Doctoral-level degree such as PhD of Informatics, Doctor of Public Health (Dr.PH.), Doctor of Health Science (D.H.Sc.), Registered Nurse (RN), MBBS (Bachelor of Medicine, Bachelor of Surgery), Ph.D. Management Information Systems and Technology, Ph.D Computer Science or closely related field
Four (4) years of experience doing senior-level public health informatics work
An equivalent combination of education, professional experience, and lived experience
Demonstrated high-level technical skills and knowledge in one or more areas of public health informatics - Specific training, fellowship and/or certification in one or more specialized areas of public health informatics, such as CDC/CSTE, NLM or PHII informatics training programs
Demonstrated ability to manage multiple projects in a fast-paced and high-pressure environment
Preferred
Additional years of professional experience in public health practice or in a healthcare setting, with health informatics or program responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, complex data cleaning and analysis projects, and implementing data and information standards
Best in class Electronic health record (EHR / EMR) systems, EPIC certification ideally
Working in a hospital, clinic, laboratory, or other clinical setting
Health Level 7 (HL7) standards such as (FHIR, ELR, v2, eICR, CCD, CQL, and Data Exchange for digital Quality Measures (dQM), etc)
Public health, disease surveillance, healthcare informatics/surveillance systems and epidemiologic practices
Health information vocabularies and data standards (e.g. HL7, ICD, LOINC and SNOMED codes)
Data modeling and the design of data systems - Information technology project management practices including Agile
Business and/or technical requirement documentation for information system development and enhancement
Electronic health record (EHR) and/or laboratory information management systems (LIMS)
Provide technical assistance to achieve statewide program goals and objectives, health information exchange, data linking and system integration
Engage with diverse audiences and multiple partners and assess information needs; and collaborate across agencies and programs to meet shared goals
Develop instruments and methodologies for an integrated public health surveillance system such as aberration detection algorithms, data mining programs, and for matching and duplication of individual records when integrating different databases
