Responsibilities

Performs complex financial analysis, accounting and budgetary activities for the WIC Office
Analyze WIC program activity from the budget/financial perspective
Work involves compiling, reviewing, and evaluating complex budget/financial data; preparing reports and responding to inquiries; recommending appropriate action to resolve program problems; and planning, developing and implementing new methods and procedures
Serves as contract liaison for WIC funds management
Reviews, analyzes, verifies and approves invoices of WIC program
Communicates with vendors, contract managers and program staff if needed to solve issues
Reconciles and tracks payments
Conducts data analysis and review of processes to define and recommend solutions to problems
Serves as policy expert resource and performs technical writing functions
Strategizes, plans and coordinates how to best handle new program challenges and requirements
Coordinates with Office in developing and carrying out program goals, objectives, and activities
Serves as key contact and coordinator for USDA requests/approvals of funds and requisition activities
Works under minimal supervision with extensive latitude for the use of initiative and independent judgment
Develops and implements program policy and procedure regarding funds management and invoices management
Responsible for reviewing, tracking, monitoring, assessing, approving invoices
Coordinates with vendors, AP staff, contract managers, warehouse staff and program staff
Prepares and/or assists in creation of reports, studies, specialized assessments, data/information projects, and ad hoc reports (such as Administration overview, draw down reconciliation, and others)
Analyzes budget/financial data to perform effective day to day management and makes recommendations to resolve issues, prepares and processed POAs, ETVs, BCMs as needed
Reviews federal regulations and reporting requirements and assures that transactions, procedures and reporting are in compliance
Coordinates the proper accounting of expenditures under respective funds and works with agency and other program staff to ensure funding sources are allocated and budgeted correctly
Collects reviews and analyzes data to maintain accurate account of expenditures and budget balances
Coordinates the development and maintenance of Finance Team procedures
Assist in managing and administering the program budget/financial operations for the WIC Program
Serves as a consultant on budget/financial aspects of program strategic planning
Makes recommendations on the allocation and utilization of funds
Strategizes with section and program staff regarding program policies, operations, funding requirements, federal and state requirements, directives and constraints
Provides budget/fiscal impact analyses and recommendations on proposed state and federal regulations, legislation, rules and riders
Develops documents and improves operating procedures and controls
Develops financial objectives and strategies
Serves as subject matter expert (SME) on the CAPPS Financial system and provides technical assistance to staff as needed
Confers with program staff on budget/financial concerns/problems and offers technical assistance and solutions
Reconciles RETT and CAPPS Financial systems
Monitors and coordinates third-party (USDA) financial reviews, including the accumulation of data, financial modeling, reporting, and monitoring of responses
Performs technical assistance to implement oversight activities to ensure effective contracted outcomes and adherence to compliance requirements
Works with contractors and internal agency staff in the resolution of technical problems and develops programmatic solutions to complex issues and concerns
Interfaces with local, state, and federal officials on contractor guidelines, activities and issues
Represents Invoice Team at planning sessions, committees, workgroups and meetings
Serves as a back up for WIC database reports, CFO contract roster, org budget
Cross trained in other specialized areas to create a strong work force
Provides guidance and training to other team members if needed
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation

Required

Graduate from an accredited university or college with a Bachelor's Degree in fields related to Accounting, Finance, or Business. Applicants without a degree may substitute experience on a year-for-year basis
2 years experience in governmental accounting
1.5 year of experience in CAPPS Financial
1.5 year of experience managing Federal grants
Knowledge of HHSC state and federal regulations, business rules, policies & procedures
Knowledge of governmental accounting
Knowledge of WIC program and fiscal systems, processes and procedures
Knowledge of data control practices & procedures
Knowledge of financial analyses and of financial and industry terminology and practices, and of statistical analysis
Skill in use of personal computers and networks, Internet, databases, spreadsheet (Excel) and word processing (Word) software, Power Point Presentation
Skill in gathering and analyzing large data, analyzing trends, and projecting expenditure data
Skill in identifying problems, evaluating alternatives and implementing solutions
Ability to communicate clearly and effectively in verbal and written form
Ability to develop, evaluate and interpret policies and procedures
Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations
Ability to prepare reports and correspondence regarding findings
Ability to analyze and interpret program and financial data
Ability to interpret and apply WIC/HHSC/state/federal policies/procedures laws and regulations
Ability to be an effective team member; provide support if needed
Ability to pay attention to details and accuracy of work
Ability to prepare supporting documentation
Ability to plan and effectively schedule multiple projects, time and resources
Ability to produce timely, accurate, and relevant information
Ability to effectively utilize appropriate WIC program/financial/HHSC resources to perform work responsibilities
