Program Administrator
The Public Health Institute (PHI) is an independent, nonprofit organization dedicated to promoting health and well-being. The Program Administrator III will support financial management and program administration for multiple Bridge sub-programs, ensuring compliance and smooth operations across the organization.

Responsibilities
Develop budget amendments, financial reports, and proposal budgets for funders according to contractual or bid requirements
Develop multi-award sub-program budgets for fundraising and cost allocation purposes and track individual donations
Analyze and initiate general journal entries, budget line-item transfers, and no cost extension requests
Maintain and contribute to improvement of financial monitoring systems to track program revenue and expenses
Update award budget actuals and work with the operations team and program leads to update projections to ensure that funds are spent appropriately based on funder requirements
Assist in managing spend down of award funds
Review and verify financial statements for invoicing to funders
Contribute to maintaining and improving Bridge’s overall financial management of its 30+ awards
Support operational management of Bridge sub-programs with financial management, award compliance, financial planning, spending, and setup of new funding
Liaise with operations team members, Bridge’s other departments, and PHI’s operational departments to facilitate smooth operations of awards under sub-programs
Oversee award deliverables, reporting, and invoicing to ensure compliance with award requirements, liaising with Bridge program and PHI staff as needed
Manage day-to-day compliance and financial management of sub-program awards
Maintain actuals and projections for sub-program awards
Advise sub-programs on contractual compliance matters and consult the Operations Director as necessary
Participate in sub-program coordination meetings, Bridge all staff meetings, funder meetings, and PHI meetings as necessary
May provide supervision to other staff
Perform other duties as assigned
Qualification
Required
Seven years of experience in financial management, program administration and support, contracts and grants compliance, and operations, with an increasing level of responsibility
Four years of experience managing funding from multiple sources, including federal, state, county, municipal, foundation, and/or individual donors
Two years of supervisory experience
Bachelor's degree, or substitute with four additional years of related experience
Analytical and detail-oriented thinker with exceptional follow through
Proficiency in Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms, Slides)
Advanced skills with Google Sheets and Microsoft Excel
Proficiency in PeopleSoft ERP system
Knowledge of generally accepted accounting principles and various accounting system software such as PeopleSoft, QuickBooks, Sage
Ability to manage multiple concurrent projects and tasks
Strong attention to detail as well as analytical problem-solving skills
Excellent communication skills with the ability to establish effective working relationships with others
Ability to maintain confidentiality
Interest in public health, substance use, or behavioral health field
Comfort and adaptability in working in an organization with an entrepreneurial culture, operating in a highly fast-paced and regulated environment, with a unique organizational structure
