Program Director

Responsibilities

Acts in accordance with Victory Programs Inc.’s Standards of Excellence at all times. Including maintaining professional ethics boundaries and client confidentiality
Ensure that the programs are in compliance with all statutory and contractual requirements and that policies are being observed and administered by the staff to ensure proper delivery of services of the highest quality
Design and evaluate the delivery of all clinical/management services at the program
Coordinate and develop primary partnerships between VPI and other network partners
Develop and revise as necessary all program policies and procedures to ensure contractual compliance and that agency standards are being met
Facilitate weekly staff meetings and monitor participation and attendance
Coordinate all internal and external service linkage supportive of clients’ continuum of care
Develop, implement, and monitor program standards of care and best practices
Ensure all monthly client reports are prepared
Assist with the preparation of any reports or proposals necessary for the program operations
Work with staff to develop and implement an operational and quality improvement plan
Familiarity and knowledge of VPI’s financial policies, employee personnel handbook, and safety (OSHA) regulations
Represent the program in the community as requested by the Deputy Director of Housing
Hire and terminate all employees with the support of the Deputy Director of Housing and the Director of Human Resources
Initiate and maintain constructive collaborative relationships with funders, referral sources, vendors, and community-based organizations; ensure that all needed referrals are made to these collateral agencies and maximize program census
Coordinate billing submissions and approve accounts payable and receivables
Supervise, direct, train, and evaluate staff of Portis Family Home
Ensure all support staff receive weekly supervision and periodic performance reviews
Ensure orientation and on-going training for all staff, including relief or per diem
Provide on-call support as needed on a rotating schedule with other Program Directors within the Housing Division

Required

Masters in Counseling, Social Work, Education, Rehabilitation Counseling or a related field, or Bachelor Degree in these fields preferred with 3+ years of management or clinical training and a minimum of five years experience working with target population (homeless, substance use disorder, families in crisis)
Applicants without a formal degree will be considered with significant, progressive human services leadership experience on a case by case basis. Applicants with lived experience are encouraged to apply
Demonstrated competence in service coordination and networking with other human service and health care providers
Minimum of 3 years of supervisory experience required
Knowledge and experience in administration of a team effort, familiarity with referral sources and the ability to supervise and manage both professional and paraprofessional staff
Ability to work cooperatively and supportively with other staff as a member of a treatment and management team
Demonstrated ability to work successfully in multicultural settings with a diverse client population
Strong organizational, writing and communication skills
Proficient computer skills, including the use of Microsoft products
Knowledge of evidence based treatment models
Knowledge of group facilitation
Must be CPR certified (may be obtained upon hire)
Completed TB screening (may be obtained upon hire)
Three work related professional references; at least 2 from manager or supervisor

Preferred

Familiarity with State and Federal housing programs is strongly desired
