Responsibilities
Responsible for budget development, budget administration, fiscal operations, and financial reporting for all funds allocated to the Office of the President and its units
Provides general oversight of the Athletics budget, serving as a liaison between the Associate Athletics Director/CFO and the Office of the President
Serves as a resource for all support units that fall under the Office of the President and works closely with respective staff to develop annual budget plans, forecast reports, monitor expenditures, and ensures units operate within their allotted budget
Guides and leads planning and strategic budgeting initiatives while maintaining consistency and cohesion across all units
Prepares budget plans, ensures the integrity of the President's financial data on the University's financial systems, and project revenues and expenditures
Implements internal fiscal controls and prepares financial reports using a variety of report writing tools
Serves as the primary liaison between all units within the Office of the President and Human Resources and Inclusive Excellence, facilitating HR actions as requested by the Chief of Staff
Provides periodic reports to the Chief of Staff to the President regarding the status of all State and non-State accounts allocated and managed by the Office of the President
Provides immediate alerts regarding any irregular or unusual circumstances and recommends corrective action
Maintains the integrity of the President's financial data on all three financial systems for the State, Auxiliary Services Corporation (ASC), and Cal State Fullerton Philanthropic Foundation (CSFPF) and identifies, researches, and resolves incorrect accounting entries
Creates and maintains internal systems to reconcile financial and procurement records
Serves as liaison to the Controller, Budget, Accounting Services, Contracts and Procurement, Accounts Payable, Payroll, ASC, Associated Students Inc (ASI), and CSFPF
Works under general direction under broad goals set by the Chief of Staff
Independently exercises sound business judgment in determining and achieving objectives on a day-to-day basis and in meeting established goals
Interprets, applies, and recommends modifications to procedures, as necessary
Designee on the Planning Resource Budget Committee (PRBC) and the Instructionally Related Activities (IRA) committee
Other duties as assigned
Qualification
Required
Bachelor's degree from an accredited four-year college or university in public or business administration, accounting, finance or related field or a combination of education and experience which provides the required knowledge and abilities
Four years of progressively responsible experience involving the preparation, analysis, and administration of a budget including two years of experience independently performing responsible fiscal analyses
Thorough knowledge of the techniques, methods, and procedures used in the preparation, analysis, and administration of a budget in the fund accounting system
Working knowledge of the principles and practices of governmental budgeting and accounting
Ability to understand complex processes and use computerized financial systems and spreadsheets to analyze and evaluate fiscal operations
Knowledge of, or the ability to learn quickly, the financial management policies and procedures of the State, California State University, and CSU Fullerton
Ability to analyze and maintain the budget and accounting processes of an administrative unit
Ability to establish and maintain cooperative working relationships with various administrative levels
Ability to speak and write logically and effectively
Ability to compile and prepare written analytical reports
Ability to adapt to changing priorities and support strategic goals
A background check (including a criminal records check) must be completed satisfactorily and is required for employment
