Responsibilities

Perform senior level financial monitoring, review and analysis of accounting and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), federal and state regulations and WSDOT guidelines and practices
Facilitate timely processing of third-party damage accounts receivable
Analyze and input receivable documents into the accounting system, including RE, RM and WO document types
Process adjustments to accounts receivables within TRAINS and the subsidiary receivable system based upon analysis of information in various reporting systems
Gather information from and/or coordinate receivable adjustments with the Torts, Claims & Records Management Division and with the Maintenance Division
Compare revenue to expenditures to ensure all third party damage receivables and other assigned receivables are properly recorded
Analyze cash receipts to accounts receivable to determine the success the Department is having in collecting its accounts receivable
Provide reports on aspects of accounts receivable

Required

Demonstrated ability to apply Generally Accepted Accounting Principles (GAAP) within a governmental accounting environment, including accurate revenue recognition and management of accounts receivable in compliance with state and federal requirements
Demonstrated ability to manage the full accounts receivable lifecycle, including third-party damage receivables, adjustments, collection monitoring, allowance for doubtful accounts, and write-offs to ensure timely and accurate recovery of funds
Demonstrated ability to analyze and interpret financial reports and performance measures to assess receivable balances, cash collections, and overall collection effectiveness, and to support informed fiscal decision-making
Demonstrated ability to analyze, reconcile, and validate accounting data across financial systems to ensure accurate recording of revenues, expenditures, and accounts receivable
Demonstrated ability to research complex accounting issues spanning multiple financial and reporting systems, identify discrepancies, and determine and implement appropriate corrective actions
Demonstrated ability to clearly and effectively communicate complex financial and accounting information, both verbally and in writing, to diverse audiences including technical and non-technical stakeholders
Demonstrated ability to work independently, exercise sound professional judgment, and make well-reasoned decisions within assigned authority and established guidelines
Demonstrated ability to manage a dynamic workload, balance competing priorities, and complete assignments accurately and within established deadlines

Demonstrated ability to process and adjust receivable transactions, ensure appropriate supporting documentation, and maintain compliance with internal control requirements
Demonstrated ability to translate complex accounting and financial data into clear, concise, and actionable information for management and program staff to support informed decision-making
Demonstrated ability to independently use enterprise accounting systems (e.g., TRAINS) to query data, prepare financial entries, and support accurate and timely fiscal reporting
