Business Intelligence Program Manager (Alaska Railroad)

The State of Alaska is seeking a Business Intelligence Program Manager to serve as the technical service owner for ARRC’s Business Intelligence systems and services. The role involves architecting, implementing, and maintaining BI platforms, while collaborating with users to develop high-quality datasets and analytics solutions.

Responsibilities

Architects, develops, and maintains Business Intelligence platforms, data models, datasets, and analytics solutions
Owns the technical lifecycle of BI services, ensuring solutions are scalable, reliable, secure, and aligned with organizational needs
Designs and delivers dashboards, reports, and self-service BI assets that support operational, financial, and strategic decision-making
Iteratively enhances BI products based on user feedback and evolving business requirements
Works directly with users across all departments to proactively gather requirements, understand business questions, and translate data needs into effective technical BI solutions
Establishes and maintains BI standards, best practices, documentation, and governance
Ensures data accuracy, consistency, performance, and appropriate access controls across BI solutions
Leads and reviews BI-related work performed by consultants, including defining technical requirements, validating deliverables, and ensuring alignment with ARRC architecture and standards
Provides advanced technical support, troubleshooting, training, and guidance to BI users
Monitors BI platform usage and performance and recommends enhancements and improvements

Required

Bachelor's degree in Computer Science, Information Systems, Data Science, Engineering, or a related technical field is required
Four (4) years of progressively responsible professional experience in Business Intelligence and data analytics may substitute for the degree requirement
Five (5) years of progressively responsible professional experience in Business Intelligence, data analytics, or a related information technology field is required
Demonstrated track record of independently designing, developing, and delivering enterprise-level BI solutions
Advanced proficiency in SQL for data analysis, data modeling, and performance optimization
Hands-on experience developing reports, dashboards, and semantic models using a modern BI platform such as Power BI, Tableau, Qlik, Looker, or equivalent analytics tools
Experience designing and implementing data models and architectures for analytics, including data warehouses, data lakes, or lakehouse-style solutions (e.g., Snowflake, Azure Synapse, BigQuery, Redshift, Databricks, or similar platforms)
Experience working directly with business users to gather requirements and translate business needs into technical BI and analytics solutions

Benefits

ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.
457 Deferred Compensation Plan – Participation is optional for non-represented employees.
Health Insurance Plan – A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.
The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials).
The Railroad also offers two dental plans.
Vacation Leave –accrual Per Bi-weekly Pay Period
Sick Leave: accrues at 4 hours (Represented) or 2 hours (Non-Represented) per pay period.
