Responsibilities
Lead and guide Construction Managers, Inspectors, and other project staff in administering construction and maintenance contracts
Leads and holds key project related meetings
Involved in planning and executing project engineering decisions, including change orders or supplemental agreements, reviews financial processes transactions and documentation
Reviews financial processes, transactions, and documentation
Ensure construction contract requirements are being met by contractor and consultants
Oversees project budget and schedule, project management and documentation, all project submittals and all formal project correspondence, project quality, and communication

5+ Years
PE Required
BS in Civil Engineering
Working knowledge of roadway, structure, traffic engineering, construction methods, procedures, practices, plans, specifications, and contracts
Knowledge of VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, and Manual for Uniform Traffic Control Device
Engineering design for roadways, structures, and drainage as related to highway design and construction
Contract development and project management processes
Schedules, claims avoidance, claims mitigation, cost estimating and reporting
Materials used and performance, environmental, legal, and safety responsibilities related to construction of transportation facilities
Effective communication skills both orally and in writing with various senior stakeholders/constituents
Effective task and time management
Functional computer usage including familiarity with Microsoft office suite software and all construction management software systems used by the Department
Ability to apply engineering planning and principles to a variety of projects and interpret roadway and bridge plans, specifications, and contracts
Ability to conduct construction related submittal reviews
Ability to prepare technical, financial, administrative, and explanatory correspondence
Ability to apply engineering planning and project scheduling principles to a variety of projects
Ability to conduct constructability and bid ability reviews, and cost and schedule analysis
Ability to supervise and manage employee work groups
Ability to lift items up to 70 pounds on an infrequent basis
Clear vision at 20 inches or less
Ability to distinguish between different colors
Depth perception, peripheral vision, ability to focus, and ability to see from a distance
