Economic Security Analyst

Responsibilities

Examine business relationships, including contracts, licensing agreements, and board memberships, to analyze aspects such as raw material acquisition, technology transfer, supply chain dynamics (e.g., sole source entities, foreign manufacturing reliance), and patents related to DoW technology modernization
Assess traditional and non-traditional supply chains to identify potential threats, vulnerabilities, and opportunities for exploitation
Conduct business and social network analysis to reveal networks of individuals, business activities (both financial and non-financial), technology trends, and academic partnerships and research collaborations
Investigate DoW systems and technologies by breaking them down into their components (software, hardware, materials), information (intellectual capital, intellectual property, and data), and materials
Identify, characterize, and assess the capacity and maturity of the technology, innovation, development, and manufacturing ecosystem, including tiered and sub-tiered supplier bases, both domestic and foreign, to develop, deliver, and evolve critical enabling technologies and components
Develop risk mitigation strategies to meet technology and technical stakeholder interests
Identify and evaluate external tools and data to support MTA’s business intelligence initiatives
Produce analytical and technical assessments for MTA and broader R&E programs, often with short timelines and vague requirements
Refine and develop standard operating procedures (SOPs), guides, and templates for conducting due diligence analysis

Required

Active Top Secret/SCI clearance
US citizenship
Bachelor's degree with nine (9) years or more of relevant experience. Master's degree with seven (7) years or more of experience
8 years of relevant technical, policy, or regulatory experience (post-graduate research experience and military experience helpful)
Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives efficiently and effectively
Excellent written and oral communication skills
Knowledge of the DoW acquisition processes, policies, and guidance
Proficient in MS Word, PowerPoint, and Excel
Analytic ability – must demonstrate ability to conduct technical analysis linking intelligence, acquisition, engineering/technical information. Analytic ability may be demonstrated with any combination of work products and education
Demonstrated ability to provide timely and accurate information to senior government officials in support of policy and management decisions
Advanced knowledge in emerging technology, industrial policy, and international affairs (preferably all three)

Preferred

Knowledge of DoW systems engineering practices, such as technology decomposition and criticality analysis
Knowledge of blue-mapping and supply chain risk management practices
Knowledge of Business Intelligence (BI) and social network analysis practices, tools, and processes
Knowledge of Office of the Secretary of War (OSW) organizational structures, functions, and communication protocols
Knowledge in one or more of the DoW technology modernization areas
Advanced analytical skills (such as R or Python) a major plus but not a requirement
