Responsibilities

Responsible for the project management and delivery of a portfolio of capital improvement construction projects and relevant studies from conception to completion; leads cross-functional project teams to deliver multiple projects simultaneously; coordinates efforts among various stakeholders including contractors, architects, engineers, and other stakeholders; manages project plans, scope, schedule, resources, budget, and risk mitigation
Manages the project lifecycle of capital and special projects, overseeing tasks such as master planning, property acquisition, consultant selection, contract negotiation, project design, bidding, construction, and project completion; coordinates permitting with regulatory agencies
Acts as the single point of accountability for all administrative and technical aspects of complex projects, ensuring alignment with stakeholder requirements, expectations, timelines, and budget constraints; orchestrates the harmonious, efficient, and timely delivery of projects by proactively addressing obstacles, mitigating risks, and strategically managing resources; engages stakeholders and/or escalates issues as needed to address impediments to progress and project delivery; manages project files and records to ensure documentation and record of all significant activities and key documents such as project plans, contracts, proposals, quotes, change orders, budget/expense logs, etc.; ensures the stakeholder/project team is working from the latest, approved documents
Prepares and monitors project budgets; receives purchase orders and approves project invoices to process payments; participates in the preparation of construction cost estimates; participates in the process of identifying, securing, and administering funding for capital projects such as grant opportunities, annual budget and CIP processes, etc.; ensures projects comply with grant conditions and reporting requirements (if applicable)
Serves as the primary point of contact on project details, updates, questions, and concerns; provides routine progress reports on project milestones, budget, schedule, risks, scope, and any other pertinent/relevant information to internal and external stakeholders; leads project kickoff, status, and closeout meetings; prepares and/or assists with staff reports/updates; manages or assists with project updates, contract/budget approvals, and presentations to Town leadership and Town Council; responds to requests for information, problems, and complaints regarding the design and implementation of Town projects; works closely with partner departments through concept, design, construction, and closeout
Manages and oversees contract administration, ensuring that procurement activities align with the project’s goals and objectives; coordinates the bidding, RFP/RFQ process for assigned projects; crafts technical requirements and develops project scope; reviews proposals for compliance and capability; manages consultant selection; oversees contract preparation, bid tabulation, and award recommendations to ensure the chosen firm can meet stakeholder expectations; solicits quotes from contractors for work/services; negotiates quotes and contract terms in the best interest of the Town and the project
Manages and oversees contract management, ensuring that all 3rd party vendors and contractors adhere to the scope of work, timelines, technical specifications, budget constraints, and all other contract terms and conditions while meeting quality standards from pre-solicitation through final closeout; reviews, negotiates, and approves change orders during construction as appropriate; manages the issuance of stop work orders, liquidated damages, field corrective orders, etc.; participates in pre-construction meetings and weekly construction meetings
Provides advanced engineering/technical expertise and support throughout the project lifecycle; analyzes and reviews project proposals, designs, engineering studies, plats, plans, and/or other supporting documentation etc. to ensure compliance with local ordinances, and state and Federal regulations and to evaluate the need for design changes and/or other recommendations; and makes appropriate recommendations; reviews plans for conformity to uniform codes; conducts special engineering studies and prepare reports as required; co-develops Town and departmental policies, and engineering/technical standards, suggesting strategies for improvement as needed; effectively present complex technical information to non-technical audiences to aid in decision-making and overall understanding
Performs quality control field inspections and reviews inspector daily reports; performs field engineering as required; coordinates the work of survey crews as needed; may operate a Town vehicle to attend offsite meetings, fieldwork, site visits, inspections, etc
Ensures contractual, financial, and operational completion of assigned projects; manages building commissioning activities including pre-functional checklists, functional performance testing, and troubleshooting building systems; coordinates the documentation and tagging of assets; manages final walk-throughs and inspections with internal and external stakeholders to identify and resolve deficiencies; manages punch-lists to ensure all deficiencies are addressed; settles any outstanding financial obligations and reconciles the project budget; compiles all documentation such as as-builts, warranties, operating manuals, and project records for operational turnover to the owner and facility maintenance staff ensuring all stakeholders are familiar with the new assets; manages the turnover of the completed project to the project owner and maintenance staff; conducts post-project evaluations (lessons-learned) to identify successes and failures for future project improvements

Required

Bachelor's degree from an accredited college in Civil or Environmental Engineering or a closely related field
Valid N.C. Class C Driver's License or valid driver's license in any other state
EIT Certificate with a minimum of two (2) years engineering experience for Level II
Professional Engineer license with a minimum of five (5) year engineering experience for Level III
Must pass background and criminal history checks
