Fiscal Agent Services, VP

They are seeking a Vice President of Medicaid Fiscal Agent Operations to provide executive oversight of Medicaid fiscal agent operations, ensuring operational effectiveness and compliance across multiple programs and jurisdictions.

Responsibilities

Provide executive leadership for end-to-end fiscal agent operations, including claims and encounter processing, provider enrollment and management, member eligibility and buy-in operations, prior authorization, financial operations, data and analytics, print and mail center operations, MMIS operations, and program integrity and compliance
Lead the centralization and standardization of fiscal agent operations across state and federal programs, including onboarding of new contracts and partner-delivered services
Establish and maintain operational governance, performance metrics, dashboards, and reporting to ensure SLA achievement, compliance, and effective risk management
Oversee vendor and partner performance, ensuring alignment with contractual requirements, service standards, and operational expectations
Manage operational budgets, cost models, forecasting, and contract compliance; support rebid strategies and operational solution design
In partnership with other senior leaders, serve as a primary operational point of contact for state and federal clients and represent operations during audits, oversight reviews, and program modernization efforts
Partner with internal stakeholders to support regulatory compliance, policy interpretation, continuous improvement, and operational modernization initiatives
Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules

Required

Bachelor's degree OR (The Company acknowledges that practical, hands-on experience can provide skills and competencies equivalent to formal education. As such, in cases where a Bachelor's degree is typically required, the company will accept a minimum of six (6) years of directly relevant professional experience in lieu of a degree. In instances where the candidates has an Associate's degree, the company will accept a minimum of three (3) years of directly relevant professional experience in lieu of the Bachelor's degree)
Minimum of 15 years of progressive leadership experience in Medicaid operations, MMIS or fiscal agent environments, or federal healthcare operations
Demonstrated experience leading complex, multi-program or multi-state operations and standardizing delivery models
Strong background managing vendors, partners, and global delivery models in highly regulated environments
Proven ability to engage effectively with state and federal government stakeholders
