Outside Plant Engineer
Consolidated Communications is a telecommunications company seeking an Outside Plant Engineer. This role involves leading engineering projects, managing vendor oversight, and providing technical mentorship while ensuring compliance with industry standards and quality control.

Responsibilities
Act as team lead for peer engineers within the department, providing guidance, support, and technical mentorship
Assume leadership role by assisting fellow engineers as needed and displaying strong teamwork and communication skills on a daily basis
Lead strategic planning efforts for large-scale infrastructure projects including enterprise data center connectivity, transport ring augmentations, fiber backbone expansions, and high-capacity network builds requiring cross-market coordination
Collaborate closely with other engineering department leads (Central Office, Transport, Access Engineering) on major network augmentations and strategic initiatives impacting local plant operations, ensuring alignment on technical specifications, resource allocation, and implementation timelines
Lead role in scheduling and coordination of assigned projects, including acquiring permits and scheduling PMRs via the NOC for all participating entities
Serve as primary liaison between external engineering contractors and internal stakeholders (Construction, IPM, Sales, Field Operations)
Prepare training documentation for implementation of support programs and engineering techniques used by department
Coordinate with Access Engineering on design and installation of new card additions including updating support programs such as NetCracker
Manage 30+ concurrent projects from preliminary engineering through project closing, coordinating construction with internal and external resources
Create preliminary scope of work (SOW) packages for external vendor assignment including KMZ files, fiber allocation, customer access points, and supplemental documentation
Perform quality control reviews of contractor-delivered engineering packages, ensuring compliance with company standards and jurisdictional requirements
Monitor project timelines and proactively address delays or obstacles
Perform QC/QA on contractor deliverables including: Construction Drawings (CDs), Traffic Control Plans (TCPs), KMZ files and route documentation, CadTel updates and fiber allocation plans
Provide specifications for complex products and/or systems, evaluate, select, and apply engineering techniques, procedures, and criteria using sound judgment in making adaptations and modifications to outside plant and central office facilities
Demonstrate ability to perform OSP and COE planning and implementation of major developments, CSA areas, and COE card additions
Prepare engineering work orders, documentation, and support drawings for the installation, maintenance, and/or removal of aerial, buried, and underground outside plant facilities
Engineering of new customer serving areas allowing for future expansion including inter-office fiber routes, copper cable layout, and associated cable throws
Lead role in CSA building and cabinet design and installation, including site identification, CLLI code assignment, and project coordination
Design and engineer OSP relocation projects as requested by state DOTs and/or local municipalities; efficient in reading and interpreting DOT drawings and prints
Design and oversight of new subdivision projects and managing structure access related inquiries within the market
Structure access management including incoming and outgoing requests for conduit or pole leasing through other CLEC/ILEC (AT&T, SMUD, Frontier, Astound, PG&E, Lumen, etc.)
Create supplemental fiber allocation and splicing design files to accompany vendor-produced construction drawings
Assist Planner in determining OSP requirements for future growth
Verify compliance with regulatory and utility standards: PG&E Greenbook, SMUD standards, CPUC General Orders (GO95, GO128), and local jurisdictional requirements (Roseville, Rocklin, Elk Grove, Citrus Heights, Sacramento County, etc.)
Ensure all engineering deliverables meet company quality standards and are construction-ready
Evaluate and recommend new materials, equipment, and techniques to maximize engineering capabilities
Work proficiently in all engineering of home market's OSP network (ILEC, CLEC, transport networks, etc.)
Qualification
Required
BS in Mechanical, Civil, or Electrical Engineering
5+ years OSP Engineering, Field Operations, Network Planning, or Central Office Operations experience
Demonstrated ability to provide technical leadership and mentorship to peer engineers
Proven ability to manage multiple concurrent projects with competing priorities
Strong written and verbal communication skills with ability to coordinate across multiple stakeholder groups and explain technical concepts to non-technical audiences
Ability to work proficiently as an individual and as a team member to complete tasks in a timely manner
Strong organizational skills with attention to detail and problem-solving mindset
Valid California driver's license with acceptable driving record
OSP Infrastructure: Fiber and copper cable design (Subdivisions, MetroE, FTTH, splice/cross-connects, dB loss calculations, attenuation, coaxial networks); construction methods (aerial, underground, buried); network architecture principles; feeder/distribution cables and color codes
Knowledgeable and able to design and complete projects for CO card additions
Proficient planning and design skills for new Smart Builds, DWDM, GPON/XGSPON Networks
Software proficiency: AutoCAD/CadTel drawing tools, Microsoft Office Suite, DPI/AS-400/Prism database systems, Remedy ticketing and workflow management, NetCracker network inventory and design, PeopleSoft financials and project management, Google Earth and KML/KMZ file creation, SpatialNet, OSP Insight
Utility standards: PG&E Greenbook, SMUD engineering standards and specifications, CPUC General Order 95, CPUC General Order 128, Sacramento-area jurisdictional requirements and permitting processes
Preferred
BS in Mechanical, Civil, or Electrical Engineering (if qualifying through experience)
Experience managing external contractors or engineering vendors
Project management experience or professional certification is a plus (PMP, CAPM)
In-depth knowledge of Sacramento-area geography, utility territories, and infrastructure
Familiarity with traffic control plan design and work zone safety requirements
Background in telecommunications construction or field operations
Experience working in transformation or change management environments
