SR FINANCE/PAYROLL SPEC

Orange County Public Schools is seeking a Senior Finance/Payroll Specialist to perform district-based duties associated with coordinating and delegating departmental duties, reconciling master accounts, and processing off-cycle payroll. The role involves managing financial reports, advising district staff, and ensuring compliance with state and board policies.

Responsibilities

Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light
Prepares and submits all financial reports required by the Department of Education or Funding Agency in a timely and accurate manner
Determines reporting procedures in adherence with state and board policies or individual Grantor Agency
Determines the need for any supplemental reports to re-claim expenditures or adjust reports resulting from a corrective action
Manages and coordinates the maintenance of records associated with specific programs. This may include receiving and logging of all vendor invoices, tracking turnaround, interfacing with project management team, verifying accuracy of invoices, providing backup and support documents and coordinating prompt payment of invoices
May oversee department purchase requirements, purchase order procedures, and payment processes
Provides technical assistance and support for project management staff
Advises district staff of applicable procedures to ensure costs are captured and recorded accurately
Researches problem areas and determines appropriate resolution within guidelines
Serves as a problem solver and resource for staff and consultants
Evaluates and processes budgets and budget revisions to the general ledger or department budgets, as needed
Communicates closely with the Department of Education or Funding Agency regarding program or reporting issues and interprets when necessary
Interprets code of accounts mandated by the state for district personnel
Serves as a liaison between district personnel and Grantor Agencies or specific agencies related to departmental function to ensure accurate results
Prepares forms and letters to communicate funding and expenses to appropriate agencies
Generates monthly/annual memorandums for dissemination of budget/program information
Analyzes, compiles, and interprets information presented on system for district personnel and Grantor Agencies, or related functional agencies
Accesses Internet to request various agencies funds on-line and report expenditures
Tracks incoming and outgoing revenue in relationship to expenditures and codes to appropriate fund or account, as required
Researches and reconciles reports for the Department of Education or other agencies, as needed
Monitors personnel job screens in adherence with the Wage and Salary Schedules, Department of Education and Grantor Agencies, as needed
Coordinates and delegates departmental duties to maintain a high level of production
Determines special needs in adherence with policies and regulations of department function
Reconciles accounts to balance with general ledger, as needed
Maintains a filing system for audit review
Reviews budgets, contracts, etc., for correct account codes and reporting requirements
Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position
Responsible for timely and accurate information they maintain as part of their job responsibilities

Required

Associate's degree with course work emphasis in accounting/finance or related area, supplemented by five (5) years of progressively more complex work experience in an accounting/finance/payroll area; or an equivalent combination of education, training, and experience
Must have a good working knowledge of relevant SAP system processes
