CHIEF OPERATIONS OFFICER - UNCLASSIFIED

Responsibilities
Direct and manage exchange operations, including call center performance, enrollment processes, and customer service delivery to ensure efficiency, accuracy, and compliance
Lead the integration of systems, processes, and workflows with partner state agencies, supporting seamless coordination and interagency collaboration
Oversee complex vendor relationships, including contract development, performance monitoring, and compliance with service level agreements (SLAs)
Develop and manage procurement strategies for operational and technology needs in accordance with state procurement requirements
Lead and develop operational and technical teams, promoting accountability, performance management, and continuous improvement
Interpret and translate state and federal policy changes into operational and information technology strategies to support timely and effective implementation
Provide strategic oversight of IT systems supporting exchange operations, including system security, data integrity, and ongoing enhancements
Plan, coordinate, and oversee large-scale operational and technology projects from initiation through implementation
Collaborate with state agencies, Medicaid partners, vendors, and executive leadership to align operational activities with strategic objectives
Qualification
Required
Bachelor's degree in Business Administration, Public Administration, Information Technology, or a closely related field
A minimum of four years of progressively responsible experience in operations or information technology leadership roles
Demonstrated experience working with Medicaid programs and state-based health insurance initiatives
Proven background in vendor contract management and procurement development
Experience leading and scaling teams and managing organizational change initiatives
Expertise in project and program management; PMP or comparable certification preferred
Strong analytical, problem-solving, and decision-making skills
Working knowledge of state and federal healthcare regulations and compliance requirements
