Utilities Engineer I/II/III
South Platte Renew is focused on enhancing the City of Englewood’s water, wastewater, and stormwater infrastructure programs. The Utilities Engineer I/II/III will support planning, design, and management of various engineering projects, ensuring compliance with regulations and best practices.

Responsibilities
Perform engineering tasks supporting planning, design, construction, asset management, and development review for water, wastewater, and stormwater systems
Participate in or facilitate internal and external stakeholder meetings
Prepare or assist with requests for proposals, scopes of work, bidding documents, technical specifications, and Council or Board communications
Conduct engineering calculations, data analysis, and field data collection
Assist with or perform development review for compliance with utility design standards, hydraulic criteria, stormwater drainage requirements, erosion and sediment control practices, and industry best practices
Conduct field inspections and track construction progress; coordinate with contractors, consultants, and operations staff
Support asset management initiatives including condition assessments, hydraulic modeling, and data-driven capital planning
Ensure compliance with engineering best practices, permits, and applicable regulations
Performs foundational engineering duties under direct supervision
Supports senior engineers with capital projects, development review, and basic engineering analyses
Assists with hydraulic modeling, GIS data updates, and asset management tasks
Learns and applies City standards, permitting processes, and construction requirements
Conducts routine field observations and collects engineering data
Performs increasingly complex engineering work under general supervision
Supports or leads components of capital improvement projects including design, construction management, budgeting, and scheduling
Prepares detailed reports, calculations, design documents, and technical memoranda
Leads portions of development review and evaluates compliance with utility and stormwater standards
Coordinates with consultants and contractors to interpret City standards and project requirements
Serves as a project manager for complex water, wastewater, and stormwater capital improvement projects with minimal supervision
Oversees design, construction management, and operational support requiring advanced engineering judgment
May lead development review for complex or high-impact utility projects
Supervises or mentors Engineer I/II staff or interns, providing technical guidance and project leadership
Presents project updates to the Water & Sewer Board, City Council, and other stakeholders
Recommends and implements new engineering practices, technologies, and process improvements
Assists in developing operational priorities and long-range planning strategies
Qualification
Required
Bachelor's degree in civil, mechanical, chemical, or environmental engineering, or related engineering field
Engineer I: 0–2 years of professional engineering experience
Engineer II: Minimum 2 years of applicable professional experience
Engineer III: Minimum 4 years of applicable professional experience
Valid Colorado driver's license and a clear or acceptable MVR
Strong written and verbal communication skills for technical reports, stakeholder coordination, and Council or Board communications
Ability to evaluate engineering problems and develop sound technical solutions
Proficiency in managing tasks, priorities, and deadlines
Strong teamwork and collaboration skills across divisions and external partners
Experience with Microsoft Office Suite
Experience with AutoCAD
Experience with GIS
Experience with Bluebeam Revu
Experience with Adobe tools
Experience with hydraulic modeling software
Experience with AI tools supporting engineering and data workflows
Preferred
Engineer I: EIT preferred or ability to obtain within 6 months
Engineer II: EIT required
Engineer III: EIT required; PE license in Colorado required or ability to obtain within 6 months
For Engineer III: leadership and mentoring capabilities; ability to direct staff and manage complex projects
