Responsibilities

Prepares criminal and traffic cases for prosecution in the District Court Division by reviewing all statements of charges to determine essential witnesses.Summons all necessary witnesses for trial through the Judicial Information System (JIS)
Secures any missing reports, statements, etc. for the file
Subpoenas any necessary records (e.g. hospital, phone, etc.)
Speaks to victims and witnesses in person or by telephone during case preparation and answers any questions or concerns regarding the criminal justice process
Prepares for prosecution of DWI blood test and accident cases
Assists victims in obtaining Civil Protection Orders under the supervision and review by an attorney
Corrects scheduling problems with the District Court Clerk's Office
Under supervision and review by an attorney, identifies problems of law, researches and locates cases, and prepares memoranda on assigned topics
Prepares and sends discovery information
Assists attorneys in preparing for trial, including preparing exhibits, organizing files, copying documents, and attending and assisting at trial as necessary
Obtains criminal records through the NCIC/MILES database system
May oversee the work of clerical employees

Required

Associate's degree and three (3) years of related experience, or equivalent combination of education and experience
Certification by the American Bar Association
Paralegal Certificate
NCIC Certification from the Department of Public Safety
Howard County Police Department's Records Management System access

Preferred

Thorough knowledge of legal nomenclature
Knowledge of the criminal justice system, laws, regulations and procedures related to assignment
Ability to exercise good judgment in deciding when to act independently and when to refer situation to a higher authority
Ability to perform legal research
Ability to express ideas clearly and effectively both orally and in writing
Ability to work on a cooperative, courteous and effective basis with associates, officials and representatives of public and private agencies and the public
