NEOGOV is seeking a Public Works Inspector to work under the supervision of the Division Manager. The role involves performing inspections of public right of ways and construction projects, ensuring compliance with city standards and construction codes.

Responsibilities

Works closely and coordinates with the city’s project engineers and/or representatives and public utility companies in the review and construction of city and development related projects
Reviews and provides input on designs and field revisions for constructability, avoidance of field conflicts, conformance to design criteria, construction codes, accuracy, completeness of design, and suitability to the city’s functional requirements
Reviews the construction site, project plans, and specifications prior to project construction for familiarity and from a construction feasibility standpoint
Participates in and at times conducts the preconstruction conference with engineers, developers, contractors, and various utility representatives to discuss principal construction features, requirements, and inspection procedures
Issues permits and provides detailed and timely inspections of the materials, quality, and methods used by engineers, contractors, and tradesmen in the construction of public infrastructure, i.e., construction control staking; clearing of land; mass grading; detention and retention basins; excavation, backfill, and compaction for all utilities in public right of ways; and construction of streets, pipelines, curb, gutters, sidewalks, asphalt, permanent monuments, etc
Keeps records and documentation of project construction, and provides input into the development of record drawings
Provides necessary information to engineering and construction crews regarding methods which assure compliance with various construction standards, public development standards, safety, etc
Observes quarry sites and assists the manufacturer in modifying the mix design to meet the city’s requirements. Reviews and coordinates with the City Engineer the approval of mix designs for aggregate sub-base, aggregate road base, asphalt pavements, and concrete for use in private and public infrastructure
Reviews materials testing reports and final grading reports developed by civil/geotechnical engineers for conformance with ASTM, AASHTO, and other related test methods. Assures that the city’s minimum inspection and testing requirements are met and, observes that the lab and field technicians follow proper sampling and testing procedures. Reviews the recommended roadway structural sections prepared by civil/geotechnical engineers for completeness and conformance to field conditions prior to approval. Advises the engineers of necessary corrections if oversights occur. Oversees quality control testing and final acceptance inspections. Provides input on authorizations for issuing building permits
Operates computer management programs, and prepares various records and reports for public record. Coordinates and interfaces plans and schedules with other city departments and governmental agencies
Investigates the need for contract change orders on capital improvement projects taking conditions at the work site into consideration and then working with the engineer and contractor to formulate cost estimates for negotiations and completion of the work
Performs Stormwater Pollution Prevention Plan (SWPPP) inspections as required for residential and commercial development projects. Communicates with contractor any deficiencies that are determined during the SWPPP inspections and follows through with contractor to verify that deficiencies are addressed
Performs other related duties as required

Required

High school diploma or equivalent
Minimum of six (6) years full time paid work experience performing duties involving inspection of and/or working with municipal engineering or residential/commercial development projects
Must possess a valid driver license
A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment
Must possess or obtain within six (6) months of hire the following: Certified Stormwater Inspector Certification, Traffic Control Supervisor Certification
Knowledge of OSHA construction standards including trenching and confined space safety
Knowledge of work zone traffic control and safety including knowledge of the MUTCD and other local, state, and federal work zone safety standards
Knowledge of standard engineering design and construction methods to meet field conditions
Knowledge of Nuclear Gage safety and testing
Ability to apply standard engineering design and construction methods to meet field conditions
Ability to read and interpret engineering drawings, specifications, city ordinances, safety manuals, construction, and design standards
Ability to communicate effectively, orally and in writing
Ability to operate basic computer programs needed for assignments
Ability to prioritize work assignments, prepare daily work schedules, report on progress and order necessary materials and equipment
Ability to establish and maintain effective working relations with elected officials, department heads, subordinates, the public, and officials and employees of other jurisdictions
