Responsibilities
Partner with senior leadership and BD leads to shape strategic pursuits and solution direction that drive growth in the federal market
Lead or support capture strategy development, solutioning sessions, and Black Hat reviews to drive winning proposal strategies for both new and recompete federal bids
Analyze customer requirements and evaluation criteria to identify key drivers of success and drive working sessions to define win themes, value propositions, and differentiators
Develop standardized capture processes and institutionalize workflows and SOPs
Lead or support technical solutioning and proposal development for federal opportunities
Translate technical and architectural concepts into high-quality narratives and visuals that convey feasibility, credibility, and value
Shape visual storytelling through anchor graphics, capability models, solution workflows, and other diagrams
Ensure consistency and evaluator alignment across technical narratives, visuals, and executive messaging
Support compliance and all review cycles for color teams, recovery, and submission packages
Qualification
Required
Candidates must have lived in the U.S. for at least 3 of the past 5 years and be authorized to work in the U.S. (Citizen, Permanent Resident, or EAD)

Public Trust Clearance (or ability to obtain)
12+ years of experience in federal solutioning, capture support, and proposal development
Demonstrated success contributing to major bids across CMS, NIH, HHS, or other civilian health agencies
Excellent writing and framing skills for technical content, win themes, and value messaging
Familiarity with the federal acquisition lifecycle and government procurement processes
Ability to collaborate effectively with SMEs, partners, and technical leads
Proficiency with Microsoft Office, SharePoint, and collaboration tools
