Utilities Project Manager
The City of Tukwila is in search of a Utilities Project Manager. This role involves managing large, complex capital improvement projects and ensuring the delivery of safe and reliable utility services, focusing on water, wastewater, and stormwater infrastructure.

Responsibilities
Manage consultant and construction contracts in compliance with Washington state procurement laws
Coordinate with other project managers, other local utilities and regional service providers to understand utility system conflicts, long-range plans, and customer impacts
Draft changes to local ordinances to keep the Tukwila Municipal Code current with respect to utility connection charges, system expansion requests, and development regulations
Provide technical expertise to oversee the system planning, design, and construction of repair and replacement projects for stormwater collection, conveyance, and water quality treatment systems
Provide technical expertise to oversee the system planning, design, and construction of repair and replacement projects for the City’s drinking water distribution system
Provide technical expertise to oversee the system planning, design, and construction of repair and replacement projects for the City’s sanitary sewer collection system
Stay abreast of technological advances and regulatory requirements affecting the utilities industry
Coordinate with other divisions and departments regarding utility coordination and infrastructure standards development
Contribute to utility rate setting by providing input to the 6-year Capital Investment Program, understanding operations and maintenance costs, regulatory requirements, economic forecasts, and other factors driving utility rates
Qualification
Required
An ABET accredited bachelor's degree in construction management, environmental science, engineering, or a related field
Five years of project management experience
An equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job
A valid driver's license is required
Terminology, methods, materials, practices, and techniques in area of assignment
Customer service techniques
Codes, laws, regulations, and ordinances governing area of assignment
Financial analysis and budget management
Consultant selection and bid processes
City organization and operations
Modern office practices and procedures
Tools and equipment used in area of assignment
Using applicable tools and equipment
Interpreting and negotiating contracts
Working independently with little supervision, exercising initiative and sound judgment
Project management and handling multiple tasks
Preparing and maintaining accurate records and files
Applying customer service techniques
Performing computations quickly and accurately
Moving around on work sites and under adverse field conditions
Interpreting construction plans, diagrams, blueprints, maps, and specifications
Preparing and presenting oral and written reports and writing correspondence
Developing complex bid specifications
Establishing and maintaining effective interpersonal relationships at all organizational levels
Communication, both oral and written, sufficient to exchange or convey information and to receive work direction
Preferred
Registration as a Professional Engineer (PE) within the State of Washington or the ability to obtain registration within 6 months
