IT SPECIALIST (NETWORK/SYSANALYSIS)

The National Air & Space Intelligence Center (NASIC) is seeking a senior IT Specialist (NETWORK/SYSANALYSIS) to oversee technology research, operations, maintenance, and management of secure voice services and LAN/WAN assets. The role includes acting as the senior secure voice administrator and data network administrator for NASIC and assigned units.

Responsibilities

Analyzes and evaluates NASIC information processing requirements to identify, defines and resolves problems as or before they occur while providing network engineering services by modifying or converting intelligence communication-computer systems
Serves as project manager for selected research and technology insertion/infrastructure migration efforts. Provides technical direction to junior team members, develops schedules, and maintains quality control oversight from project inception to completion
Serves as the secure voice subject matter expert and operates CISCO VoIP call managers, voice supporting servers and cluster technology. Monitors both voice and data network performance and makes recommendations to ensure maximum availability, reliability, and bandwidth utilization of the existing network infrastructures
Leads and participates in NASIC sanctioned program and project teams consisting of analysts, engineers, technical subject matter experts comprised of military, government civilians, and contracted personnel. Performs very complex, difficult studies/evaluations on an individual basis or as a team member/leader responsible for completing phases of an overall work effort
Conducts Quality Assurance (QA) requirements for contractor delivered operating systems and services. Ensures execution of the quality control process for new and existing contracts. Leads the review of technical specifications, technical requirements, and various documents related to submission of procurement requests to the Contracting Office

All new DCIPS employees are required to complete a two-year DCIPS trial period
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement

Recall to duty may be a requirement of this position; overtime and emergency overtime may be required

A bachelor's degree in Computer Engineering, Computer Science, Mathematics or related field is desired to creatively engage at the research and design level of the technology insertion or network redesign processes
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

Examples of creditable experience include applying comprehensive knowledge of IT principles, methods, and practices as applicable to LAN/WAN network design and administration disciplines is required, adept at analyzing and defining network requirements, defining and maintaining network architectures and analyzing network workload through use of common management tools, i.e., SolarWinds, applying working knowledge of the Unix Solaris operating system for the purpose of integrating NASIC computer platforms into a command-wide network using the TCP/IP protocol and applying knowledge in Ethernet, Switched Ethernet, and Gigabit Ethernet LAN standards
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a Quality Assurance Evaluator
Knowledge of systems engineering and network management protocols and analytical/motoring tools and knowledge of network operating and maintenance concepts and methods to troubleshoot network problems
Knowledge and understanding of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); knowledge of NASICs strategic vision and network architectures; extensive knowledge of and experience in the DoD IC and the various missions associated with each organization; and the various levels of security requirements associated with the IC, and ramifications thereof
Knowledge of IT principles, methods, and practices as applicable to LAN/WAN network design and administration disciplines; comprehensive knowledge of and experience with administering and operating Voice-over-Internet Protocol (VoIP) networks; and knowledge of Information Systems security practices and procedures
Extensive knowledge of and experience with operating, administering, and maintaining data unclassified and classified networks; and knowledge of network trouble-shooting techniques and competence in the use of common diagnostic equipment, i.e., protocol analyzers
Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems
Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement
