Responsibilities
Directs the strategic planning, development, implementation, and evaluation of a comprehensive, national-level education and training program, ensuring alignment with the organization's mission and long-range goals
Provides expert oversight and direction for the entire lifecycle of training development, including the design, creation, and continuous improvement of complex curricula and instructional materials for a variety of delivery platforms
Serves as the principal consultant and senior technical authority to executive leadership on all matters related to adult education, instructional systems design, training policy, and professional development strategies
Establishes and directs a comprehensive program evaluation system to analyze the effectiveness and strategic impact of training initiatives, using data-driven findings to make authoritative recommendations for program improvement
Develops, implements, and maintains the organization's policies, standard operating procedures, and governance frameworks for the administration and delivery of all training and education programs
Manages and oversees the allocation of program resources, including budget, personnel, and contracts, to ensure the efficient and effective accomplishment of training objectives
Represents the organization as a senior subject matter expert in interagency forums and builds strategic partnerships with other government agencies, academic institutions, and industry leaders to advance training goals
Qualification
Required
Bachelor's degree (or higher degree) that included or was supplemented by major study in education
Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as Education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study
One year of specialized experience which includes managing key components of an adult education program, such as overseeing specific projects from implementation to completion and ensuring program activities align with strategic objectives; AND leading the design or development of curriculum for various delivery methods, including instructor-led or virtual training, by applying established instructional design principles; AND designing evaluation strategies, such as post-training surveys and knowledge assessments, to measure the effectiveness of training programs to report on the results; AND serving as a technical expert to stakeholders or program managers on matters related to adult learning principles and training program management
Ability to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
Up to 25% Business Travel required
