SUPERVISORY FINANCIAL MANAGER

Responsibilities
You will consult with Assistant Chiefs of Staff and Commanding Officers in the planning, formulation, execution, and management of financial aspects of operating programs across regional installations and aboard the base
You will be responsible for legislative analysis, policy development, budget formulation, budget execution, accounting analysis and auditing
You will serve as the primary point of contact for working financial management issues related to Congressional Budget Review, testimony preparation, and responses to Requests for Information (RFIs)
You will advise on the legality of proposed operations from a financial standpoint and on procedures within regulations for use of appropriated funds
You will develop and implement strategy for presentation and justification of financial management information and brief committees and groups
You will establish and implement policies and procedures to accomplishment Department duties and responsibilities, plan and schedule workload, and advise and provide counsel to employees regarding policies, procedures and management directives
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty
MSP/PPP applicants must currently hold the required security clearance
Successful completion of a pre-employment drug test (including marijuana) is required
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements
This position is eligible for ad-hoc/situational telework at the discretion of management
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Advising others on financial management and accounting implications; analyzing and synthesizing financial and managerial data with planning and programming data to draw conclusions and provide guidance; AND interpreting and deconflicting information from multiple sources to communicate clear and concise directives
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
