Responsibilities
Design, implement, and enforce Jira platform guardrails to ensure consistency, scalability, and maintainability
Develop and maintain reusable component libraries (issue type schemes, workflow templates, request types)
Create shared assets including global automation patterns and reusable API utilities
Promote a “build once, reuse many” mindset across delivery teams
Build enterprise-grade, reusable automation using Automation for Jira
Develop standardized automation assets such as global templates, approval flows, notification patterns, and reusable webhooks/APIs
Ensure automation aligns with performance guardrails, avoids anti-patterns, and supports long-term sustainability
Design and implement secure Jira integrations using REST APIs and webhooks
Integrate Jira with Microsoft Power Platform (Power Automate, Power Apps), ServiceNow, Microsoft 365 (Teams, SharePoint), and identity platforms (Azure AD, Okta)
Implement role-based access control, permission schemes, and segregation of duties
Configure and manage SSO, SAML, OAuth, and identity federation
Ensure protection of PII and sensitive data in regulated environments
Perform bulk data operations, data validation, and hygiene activities
Support configuration promotion across environments (sandbox, test, UAT, production)
Provide guidance on Jira Cloud and Data Center migrations, ensuring data integrity and configuration parity
Maintain clean, reportable data structures to support analytics and KPIs
Support Scrum and Kanban teams using Jira as the system of record
Configure boards, workflows, backlogs, and reports to enable planning, prioritization, capacity tracking, and delivery metrics
Participate in sprint ceremonies and continuously improve Jira usability
Partner with Product Owners, Scrum Masters, and PMs to ensure Jira accelerates delivery
Produce high-quality documentation including platform architecture, standards, runbooks, and automation/integration guides
Lead knowledge transfer sessions to upskill internal teams and ensure long-term platform sustainability
Serve as a trusted advisor on Jira best practices, governance, and roadmap planning
Qualification
Required
6–10+ years of overall IT or software delivery experience
5+ years of hands-on Jira administration and development experience in enterprise or public-sector environments
Deep expertise in Jira Software, Jira Service Management, Confluence, advanced JQL, and complex configurations (workflows, schemes, permissions, screens, custom fields)
Proven experience establishing platform governance and reusability through guardrails, reusable components, global automation, and API utilities
Strong hands-on experience with Jira REST APIs, webhooks, and enterprise integrations
Solid understanding of security, compliance, audit readiness, and regulated environments
Hands-on Agile experience supporting Scrum and Kanban teams
Excellent communication, documentation, and stakeholder engagement skills
Preferred
Certifications: Atlassian ACP, ITIL 4, CSM or PSM
Advanced tooling and development: ScriptRunner (Groovy), Java, TypeScript/Node.js, Python, config-as-code, SQL
Advanced Jira Service Management experience: Assets/CMDB, SLA design, complex request and approval workflows, virtual agent routing
Reporting and analytics experience using Power BI and KPI data pipelines
Experience integrating Jira with ServiceNow and Microsoft Power Platform in large enterprise environments
