Responsibilities

Prepare and oversee high-quality deliverables, including:
Biological Resource Assessments (BRA)
CEQA/NEPA biological sections
Aquatic resource delineations and permit applications
Restoration plans
Conduct or manage fieldwork, such as wetland delineations, special-status species surveys, and restoration projects
Interpret and apply relevant local, state, and federal regulations (e.g., Clean Water Act, ESA, CESA, Coastal Act)
Collaborate with clients, agencies, and technical teams to ensure efficient project execution
Lead moderate-size biological assessment and permitting projects or major components of larger efforts
Oversee scopes, schedules, budgets, and deliverables
Serve as primary point of contact with clients and regulatory agencies
Provide mentorship and direction to team members and subcontractors
Uphold QA/QC processes and ensure technical excellence across all work products
Participate in client outreach, proposal preparation, and cost/schedule development
Help identify opportunities to grow Rincon’s regional project portfolio and/or engage with one of our key market sector teams

Required

B.S. or M.S. in Biology, Ecology, Environmental Science, or related field
6–10+ years of highly relevant experience with progressive responsibility across technical work, permitting, and client management
Expertise in Biological Resource Assessments (CEQA and/or NEPA)
Proficiency with following disciplines: Regulatory permitting and compliance, Botanical and/or wildlife species surveys, Aquatic resource delineations, Restoration implementation oversight and habitat management
Strong written and verbal communication skills, with the ability to lead client and agency interactions

Preferred

Prior experience in environmental consulting
Expertise in biological permitting and agency coordination
