Comptroller - Team Lead - Warrants & Lockbox - Internal to the BEP section ONLY
The Texas Comptroller of Public Accounts is seeking a Comptroller - Team Lead for the Warrants & Lockbox section. This role involves overseeing accounting systems, managing records, and supervising staff while ensuring accurate financial operations within the agency.

Responsibilities
Maintains and/or oversees the maintenance of systems and controls necessary to ensure accurate accounting for agency programs
Researches and responds to inquiries regarding chargebacks, warrant status, and warrant copies
Prepares special reports, including reinstatements, statistical data, and chargebacks
Reviews and posts cashiers' checks for forgeries
Receives, organizes, and balances daily warrant presentments
Serves as the Records Management Representative
Manages and maintains all microfiche records and prepares files for retention
Performs tasks related to the payment of daily warrant presentments
May act as a consultant on chargeback and warrant research matters
Investigates reconciliation discrepancies and reports findings
Serves as the primary point of contact for records management and is responsible for requesting records from the Texas State Library and Archives on behalf of the Warrants & Lockbox Section
Supervises the work of others and maintains working knowledge of the following:
Retail, wholesale, and automated wholesale lockbox accounts
Ensuring all Lockbox CID accounts & Warrant expedite transactions are processed properly while using the Quantum processing sorter
Operating knowledge of OPEX and other lockbox equipment, ensuring maintenance requirements are met
Reviewing all Lockbox Fairfax queues and reports to ensure all processes are complete and accurate
Researching requests, including check copy retrieval
Resolving balancing and deposit issues involving both internal and external customers
Resolving all agency lockbox FDoc or FTP file data issues
Performs various internal and external research tasks requiring functional and technical knowledge of BEP systems, the Fairfax system, and Treasury’s PeopleSoft pages
Manages the End-of-Day process, including balancing agency deposits, transmitting agency data files, and updating USAS for all Lockbox accounts and Warrant processes
Reviews incoming and outgoing data communications with various state agencies, including monitoring group email for the Lockbox and Warrant Section
Works with the supervisor to prepare performance evaluations and ensures all employees in the Lockbox and Warrant Section receive the required number of annual training hours
May testify at hearings and trials on rare occasions
May represent the agency at meetings, hearings, trials, conferences, seminars, or on boards, panels, and committees
Stays informed of legislative changes that affect Warrant management or Lockbox process
Provides various reports, including those related to statistics
Qualification
Required
Graduation from an accredited four-year college or university with major course work in accounting, banking, finance, or a related field is required
Experience in accounting and financial operations
Education requirement may be substituted with up to four (4) years of related experience
