Bureau Chief - Bureau of General Accounting

Responsibilities
Serves as Bureau Chief of the General Accounting Bureau
Serves as full-line supervisor
Coordinates and prepares Departmental GAAP reports and financial statements
Serves as a main contact with external auditors, coordinates and resolves DHS department-wide financial issues
Coordinates and serves as liaison with the Comptroller’s Office including other state and federal agencies in order to resolve problems occurring in the planning and implementation of major financial and accounting projects and systems
Conducts analytical studies and research on current financial and accounting issues and problems of relevance to the Department
Performs other duties as assigned or required which are reasonable within the scope of duties enumerated above
Qualification
Required
Requires the knowledge, skill, and mental development equivalent to the completion of four (4) years of college with course work in business, fiscal, or accounting
Requires prior experience equivalent to four (4) years of progressively responsible accounting experience in a public or private business organization
Preferred
Certification as a Certified Public Accountant (CPA)
Five (5) years of professional experience in the preparation of financial statements and notes in accordance with GAAP and GASB
Five (5) years of professional experience utilizing state and federal policies and rules relating to state or no-state auditing procedures
Five (5) years of professional experience utilizing state and federal rules and regulations relating to state or non-state contracting and procurement
Five (5) years of professional experience utilizing accounting and audit theory, principles, methods and procedures, and laws, rules and regulations relative to accounting and financial audit theory, principles, methods and procedure, and laws, rules and regulations relative to accounting and financial reporting
Five (5) years of professional experience utilizing governmental financial reporting requirements as promulgated by GASB, the Office of the Comptroller, and the Office of the Auditor General
Five (5) years of professional experience utilizing Comptroller policies and procedures, Federal and State statutes, administrative rules, regulations and Office of Management and Budget (OMB) Circulars relative to federal Grants/Programs
