SUPERVISORY ACCOUNTANT

Responsibilities

You will lead the Comptroller’s Financial Improvement and Audit Remediation (FIAR) Department to include providing financial business operations support for documentation and updates to process flows
You will also provide GAP analysis, identify process controls, propose process changes to meet control requirements, and assist in the implementation and evaluation of said process changes
You will be responsible for developing, issuing, implementing, and reviewing financial improvement and audit remediation policy and processes and supporting audit requirements for the Command
You will be responsible for developing policy in support of NAWCAD and NAWCWD audit requirements and formulating organizational-wide approaches to implement such policy
You will be responsible for ensuring all key supporting documentation for business segment processes and procedures, segment control testing, and audit response activities are maintained in accordance with FIAR requirements
You will support DoD, DON, and NAVAIR efforts focused on ensuring the integrity and security of the financial data coming into and out of these systems
You will plan, direct, execute, and provide expert consultation as it relates to Echelon II and NAWC Internal Sustainment Testing efforts
You will develop and present various types of metrics and analysis required to support effective assessment of the current status of NAWC FIAR efforts and audit compliance

Required

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Providing technical guidance, advice, and assistance on accounting and financial information through both oral and written communication
Analyzing existing financial processes to identify opportunities for improvement and risk mitigation including the usage of financial, logistics, acquisition, and personnel data systems (i.e. Navy ERP)
Identifying and analyzing problems, generating and evaluating alternative perspectives/solutions, and recommending/implementing timely/effective solutions based on potential implications of findings or conclusions
Reviewing and implementing policies related to financial reporting, auditing, and accounting processes
Performing duties in direct support of financial statement audit including providing responses to auditor requests including key supporting documentation, financial reporting or preparing and documenting financial processes for audit
Providing supervision and continuing tasking and technical direction to a financial department
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
