Director of Human Resources - Facilities Operation and Emergency Response (Revised)

The City University of New York’s Department of Facilities Planning, Construction and Management is seeking a Director of Human Resources to support the Office of Facilities Maintenance, Operation and Emergency Response. This role provides strategic and operational leadership for all HR functions, ensuring compliance and driving workforce planning and employee development across facilities and skilled trade units.

Responsibilities

Oversee and direct all HR operations, ensuring consistent, compliant, and high-quality service delivery
Supervise HR managers and staff, ensuring consistent and equitable service delivery and compliance with university-wide standards, policies, procedures, and labor agreements
Serve as primary advisor to senior leadership and managers on HR policies and collective bargaining agreements, with emphasis on Skilled Trade and Facilities titles covering work rules, scheduling, overtime, seniority, job assignments, and disciplinary processes, in coordination with the Office of Classified Civil Service, Office of the General Counsel and CUNY Office of Labor Relations, as appropriate, to ensure compliance and consistency
Guide workforce planning, including recruitment strategy, classification and compensation, and organizational development in collaboration with Facilities, Operations, and Campus Planning leadership
Partner with senior leadership to advance strategic planning and continuous improvement across personnel, budget, technology, and operational processes
Lead the development and delivery of HR training, professional development programs, and employee engagement initiatives, supported by clear communication and accessible guidance materials
Partner with Facilities leadership to strengthen technical training aligned with evolving equipment, technology, regulatory standards, and applicable collective bargaining agreements
Evaluate internal HR processes and implement continuous improvements to enhance efficiency, service delivery, equitable contract administration, and compliance across all HR operations
Ensure the accuracy and security of personnel information for all University employees by supervising the maintenance of personnel records and HRIS
Ensure compliance with all federal, state, and local employment laws, collective bargaining agreements, University Bylaws, civil service rules, and NYS education and ethics requirements, including mandatory training programs
Perform related duties as assigned

Preferred

Bachelor's degree and eight years' related experience required
Ten years of human resources experience
SHRM or HRCI certification
Proven experience leading and supporting centralization initiatives focused on streamlining workflows, enhancing operational efficiency, and optimizing organizational processes
Current knowledge of higher education laws and regulations, as well as public sector labor laws, NYC and NYS labor contracts, rules, regulations and policies, and federal and state employment and labor laws
Experience working with skilled trades, facilities operations, engineering teams, or maintenance units in a unionized, public sector, or higher education environment
Experience applying collective bargaining agreements that govern skilled trade and operational staff
Familiarity with civil service systems, job classifications, and rules affecting skilled trade titles
Ability to build strong partnerships with facilities leadership, supervisors, and union representatives
Strong diplomacy, negotiation, conflict management/resolution, and communication skills tailored to diverse operational environments
Exceptional writing, verbal, and interpersonal communication skills, including ability to prepare reports, and strong consultation, presentation, and group facilitation skills with experience presenting to various audiences
Exceptional analytical, evaluative, research and critical thinking skills to arrive at valid conclusions and make recommendations and action plans
Strong work ethic, character and personal integrity with ability to work with the utmost professionalism, discretion and confidentiality, as well as establishing and maintaining productive working relationships
Proactive, flexible and collaborative work style with strong listening, group facilitation, presentation and cross-cultural interpersonal skills for effective communications and productive relationships with diverse staff and external stakeholders
Demonstrated leadership and managerial skills with ability to use sound judgment to make decisions and resolve problems diplomatically
