HR Business Partner - Talent Acquisition
NEOGOV is seeking an HR Business Partner assigned to talent acquisition for the City of Marysville. This role is responsible for administering the recruitment and selection program, ensuring a comprehensive recruitment strategy that meets the workforce development needs of the City while also supporting other HR program areas as necessary.

Responsibilities
Partners with City leaders to effectively meet their recruitment needs by developing and implementing proactive and timely recruitment and selection processes which include candidate sourcing strategies to encourage a qualified, diverse candidate pool, applicant screening, evaluation of testing criteria ensuring job specific suitability, coordination of the interview processes, review and recommendation of job relevant interview questions, candidate selection, job offer review, and new employee onboarding
In collaboration with HR team members, develops and delivers a comprehensive and engaging onboarding experience for new employees that conveys the City’s culture, employee benefits, and relevant City policies and ensures timely completion of required documents
Coordinates and directs interview panels as necessary to include interview panel preparation notification to applicants, panel interview question development, and candidate ranking and selection
Conducts regular recruitment status meetings with hiring managers to develop strategies for short-term and long-term staffing needs. May identify other HR-related areas of support necessary and communicates with appropriate HR professionals to ensure department leader and employee needs are addressed
Develops and maintains professional relationships with employees and City leadership that promotes positive employee morale and engagement, treating everyone with dignity and respect, and valuing the input and feedback of others. Demonstrates the HR department and City values in all interactions
Demonstrates and communicates expert level knowledge and application of City policies and procedures, State and Federal employment related laws and guidelines, and applicable collective bargaining agreements
Leverages capabilities of applicant tracking system to streamline the recruitment process, providing user support and training to hiring managers, and ensuring a seamless candidate application experience that is efficient and informative
Develops relationships with community partners, workforce agencies and educational institutions to support ongoing development of talent pipeline that supports proactive recruitment strategy
Attends community job fairs and educational careers fairs at local and regional high schools and colleges as a representative of the City to promote employment and career development opportunities
Identifies and implements best practices in marketing and outreach; develops proactive branded recruitment message through the City’s website and social media, partnering with Communications to ensure consistent messaging with City-produced content and programs
Tracks and analyzes available recruitment and onboarding data to evaluate recruitment and onboarding processes
Develops and facilitates trainings for hiring leaders and interview panelists related to interview best practices and recruitment processes
Works collaboratively with HR team members in evaluating and improving current programs, policies and processes as well as recommending and developing new HR department programs and initiatives
Participates in the planning and delivery of employee-focused programs that enhance the City work culture and employee engagement which may include employee recognition, the wellness program and safety program; presents new ideas and innovations for employee program development and enhancement
Serves as the HR department representative to assigned boards and committees with duties that may include researching topics, developing meeting agendas, preparing reports and recommendations, monitoring compliance and working with external vendors and/or other agencies
Maintains confidentiality of all work-related issues, employee records and City information
May administer other HR department programs as needed
Provides work direction, guidance and technical assistance to other human resources staff as required. Provides backup to other human resources staff as needed
Qualification
Required
Five (5) years of progressively responsible and related human resources experience
Bachelor's degree in human resources management, business or public administration, or a related field
Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License
Preferred
Professional in Human Resources (PHR or SHRM-CP) certification preferred
Previous experience in the public sector is encouraged
