Technology & Systems Project Manager (Chelsea)
Commonwealth of Massachusetts is seeking a Technology & Systems Project Manager to oversee the implementation and utilization of the Electronic Medical Health Record (EMR) and other software applications at the Chelsea Veterans Home. The role involves leading organizational change management activities, collaborating with various stakeholders, and ensuring effective communication throughout the project lifecycle.

Responsibilities
Oversee and report on the progress of full adoption and maximization of the implementation and utilization of the Electronic Medical Health Record (EMR) solution
Analyze trends and optimize workflows and deliverables in coordination with the facility project team, fostering a culture of change that ensures full utilization of the EMR and other software applications
Lead and coordinate organizational change management activities for software applications, notably the EMR implementation
Develop and implement facility-wide plans for change management, communication, and expectation management
Collaborate with EOVS IT Management, Homes, and Housing Chief Transformation Officer, EOTSS, and vendors to implement recommended change management strategies
Ensure technical readiness in all project phases, with accurate reporting to project governance and stakeholder coordination
Track and coordinate project requests and deliverables, manage facility resources, and schedule facility project team meetings
Monitor and assess the impact of change on employees, collaborating with the project management team to develop necessary management plans
Identify usability shortfalls in the EMR through testing, workflow analysis, and user feedback, offering recommendations for improvement
Create implementation strategies to ensure staff across all levels embrace and sustain workflow changes
Cultivate, supervise, and train staff with varying technological skill levels to ensure successful adoption of new processes and protocols
Communicate information and strategies effectively in an environment with split shifts and limited communication mechanisms
Manage competing priorities and unanticipated obstacles, pivoting the team's focus as needed
Determine internal priorities, deadlines, and goals for assigned veterans home project teams
Qualification
Required
Five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management
A certificate in a relevant or related field may be substituted for one (1) year of the required experience
A Bachelor's degree in a related field may be substituted for two (2) years of the required experience
A Graduate degree in a related field may be substituted for three (3) years of the required experience
A Doctorate degree in a related field may be substituted for four (4) years of the required experience
Five (5) years of experience with Electronic Medical Record (EMR) systems utilization and project management
Three (3) years of experience working within healthcare operations, with clinical experience preferred
Experience in ethically maintaining the confidentiality of sensitive information or discussions
Strong understanding of healthcare technology
Demonstrated knowledge and experience with process improvement methodologies
Ability to implement, develop, troubleshoot, and provide ongoing learning for the EMR
Working understanding of SDLC (software development life cycle)
Skilled in communicating with healthcare professionals such as nurses and clinicians, software professionals, business stakeholders, and other employees
Highly organized and able to maintain detailed documentation on processes, standards, and projects
Ability to understand and apply the policies, procedures, specifications, standards, and guidelines governing assigned unit activities
Exceptional time management and prioritization skills, with the ability to effectively delegate and multi-task to meet the dynamic needs of the team
Ability to be flexible and switch focus based on changing priorities, collaboratively solve problems by bringing creative solutions to the table
Excellent verbal and written communication skills with the ability to present and translate technical concepts to both technical and non-technical audiences as well as upper management; presentation and customer service skills
Ability to foster a collaborative work environment and demonstrate excellent leadership skills
Possess excellent problem-solving and team collaboration skills as required in project environments
Proven track record in driving complex system integration projects and converting, transitioning, and consolidating businesses applications to new application platforms
