Manager of Projects 3
Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Manager of Projects 3 to provide leadership, technical oversight, and management of project compliance, specifically in the area of plutonium pit production modernization.

Responsibilities
Prioritize and manage multiple tasks requiring varying and/or scarcity of resources, as well as project schedule demands and management direction
Demonstrated experience in managing programs with significant fiscal and programmatic responsibilities
Advanced knowledge of, and demonstrated consultative experience in, all aspects of program or project management of technical or operational work including managing services subcontracts
Demonstrated experience reviewing, managing, and approving subcontractor bids
Experience processing submittals, developing staffing estimates and schedules, administering contract oversight, and providing operational support
Familiarity with management, supervision, and development of assigned employees
Advanced knowledge and demonstrated experience developing, issuing and managing procurement packages that include statements of work, subcontractor submittal requirements, technical and quality assurance requirements, acceptance testing and receipt inspection requirements, security requirements, and environmental, safety and health requirements to ensure the scope of the procurement packages is delivered/completed
Demonstrated experience evaluating potential suppliers and recommending those suppliers that are most qualified based on customized criteria
Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other construction project organizations, higher-level managers, direct reports, and other employees
Demonstrated success guiding and leading field efforts with expertise in building and managing integrated project teams
Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must
Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development
Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment
Qualification
Required
Bachelor's Degree from an accredited institution
5 years related experience; or, an equivalent combination of education and experience directly related to the occupation
Demonstrated experience in managing programs with significant fiscal and programmatic responsibilities

Successful record of assisting in the development of complex institutional messages necessary to communicate to federal, state and local government leaders
Experience within the national Nuclear Security Administration (NNSA) complex under DOE O 413.3B earned value requirements
Demonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities
Background and experience in all aspects of Procurement and/or Construction projects, including in-depth knowledge of procurement processes necessary to identify, select, and buy equipment
