5+ years expVarmoda Tech is seeking a Lead Medicaid Cost Allocation Consultant who will be responsible for the end-to-end delivery of Medicaid Cost Allocation Plan services for the Mississippi Division of Medicaid. This role involves ensuring federal compliance, overseeing AlloCAPTM configuration, and providing strategic leadership while liaising with various stakeholders.

Responsibilities
Lead the review, analysis, and update of DOM's Medical id Cost Allocation Plan (CAP), ensuring compliance with federal regulations and Medicaid administrative claiming principles
Draft and edit CAP narratives and supporting documentation for annual and interim submissions
Conduct and oversee interviews with DOM organizational units to validate agency structure, staff activities, and allocation methodologies
Identify and recommend opportunities to maximize federal financial participation (FFP) through optimized allocation methodologies
Oversee cost impact analyses and allocation calculations using Public Consulting Group's AlloCAPTM software
Serve as the primary point of contact supporting the DOM Comptroller in responding to inquiries from Cost Allocation Services and CMS
Provide advisory support to DOM senior leadership on cost allocation principles applicable to new programs, initiatives, or system changes
Develop and deliver a minimum of four (4) hours of annual on-site training on Medicaid cost allocation principles
Manage project planning, schedules, deliverables, and milestone acceptance through the dotStaffTM VMS
Ensure all deliverables meet DOM acceptance criteria and timelines
Qualification
Required
Minimum 5+ years of direct experience developing and implementing Medicaid Cost Allocation Plans
Demonstrated expertise in federal administrative cost claiming for Medicaid programs
In-depth knowledge of federal regulations, including: 2 CFR Part 200 – Uniform Administrative Requirements, Federal Cost Principles, Audit Requirements for Federal Awards
Hands-on experience configuring and maintaining AlloCAPTM software
Proven ability to interface with state Medicaid agencies, CMS, and federal oversight entities
Preferred
Prior experience supporting state Medicaid agencies in CAP negotiations or CMS reviews
Experience training executive leadership and financial staff on Medicaid claiming principles
Strong written and verbal communication skills, including presentation of complex financial data
