Responsibilities

Coordinates and supervises the accounting division operations, ensuring compliance with all applicable policies, procedures, laws and regulations
Performs professional governmental accounting work in the preparation and maintenance of accurate financial transactions and records for the District
Supervises accounts payable activities; directs the maintenance of vendor files and IRS Form W-9/1099 determination; directs the processing of checks; analyzes accounts payable distributions and ensures proper allocation of funds to cover expenditures and checks written
Supervises duties of assigned technical accounting staff; supervisory duties include instructing, planning, assigning, reviewing work of others; maintaining standards; coordinating activities. Reviews the work of other employees for completeness and accuracy; evaluates and makes recommendations as appropriate; offers additional training, advice and assistance as needed
Coordinates all financial accounting and all activities of the accounting department; provides professional accounting assistance and guidance to department and District staff as required
Plans, schedules and conducts training for division employees in proper governmental accounting procedures; reviews and updates procedures manual as necessary
Prepares annual budget for the debt service fund, estimating tax revenue and other revenue sources; calculates principal and interest payments for appropriate period; consults with the county auditor regarding setting of millage; consults with the Chief Financial Officer (CFO) on future capital expenditure plans and how these plans affect debt service budgets
Works with bonding attorney and financial advisor to determine principal and interest payments and other information related to proposed bond sales; monitors the arbitrage and arbitrage rebate requirements on each bond issue; contracts with appropriate companies to make rebate calculations; makes necessary arrangements to pay any rebate at appropriate time. Provides information for any bond referendums
Reviews various accounting calculations and reports findings for report preparation and/or decision-making purposes
Researches and recommends accounting controls and procedures and system improvements as appropriate
Reviews and approves new general ledger accounts
Reviews district expenditures for compliance with established policies and procedures; monitors and reviews purchase orders for accuracy and compliance
Audits and reviews assigned accounts for compliance and internal control; researches and resolves discrepancies; reports accounting weaknesses and major findings to appropriate personnel
Reviews department staff research and ensures compliance with various guidelines, standards, laws and regulations related to governmental financial accounting and reporting
Reviews year-end close-out procedures on assigned accounts
Reviews special division projects as assigned
Represents the division at various meetings as appropriate; conducts staff meetings with assigned accountants on a regular basis to coordinate assigned activities
Receives and responds to inquiries, concerns and complaints in areas of responsibility
Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, other district administrators and staff, school administrators and staff, South Carolina Department of Education personnel, financial institutions, granting institutions, vendors/service providers, auditors and the general public
Attends training, seminars and conferences, etc., as required to maintain and enhance job knowledge and skills
Assists in providing responses to Freedom of Information Act requests
Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc
Performs other related duties as required

Required

Bachelor's degree in accounting, finance, business administration, or a related field
Three years of experience in governmental accounting, preferably in school finance
Experience in accounts payable is required
May require a valid state driver's license

Preferred

Master's degree preferred
Certified Public Accountant (CPA), Certified Governmental Financial Manager (CGFM), Certified School Business Specialist (CSBS) or Certified School Business Officer (CSBO) designation is preferred
