Responsibilities

Providing leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques
Participating in the review, analysis and implementation of policy governing the program, making recommendations for change or improvements, as necessary
Developing and managing long and short-range plans for FSA, work force shaping initiatives, and strategic human capital initiatives
Delivering briefings and presentations to a variety of audiences, including senior leadership of FSA, regularly and continuously providing advice on the long and short-range goals of the program
Planning, directing, coordinating and reviewing work of subordinates, setting priorities, and establishing schedules for work completion

Required

Must be a US Citizen
Males 18 and over must be registered with the Selective Service
Relocation will not be paid
Must complete a Background Investigation and Fingerprint check
You may be subject to serve a one-year Supervisory probation period
Education cannot be substituted for experience for this position and grade level
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience coordinating multiple student aid systems teams (including functional analysts, project managers, and product managers) across multiple organizational areas to integrate requirements while taking into account different systems defined responsibilities, schedules, and development methodologies
Experience directing and overseeing the analysis, documentation, implementation, and management of Student Aid System requirements in response to frequently changing programmatic needs and evolving leadership priorities
Experience supervising employees who work on student aid systems, setting performance expectations, evaluating performance, mentoring staff, fostering collaboration and accountability, and innovating for new operational approaches and concepts in a high-tempo environment with frequently changing priorities
Knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of FSA's goals and objectives, planning, programming, and acquisition guidelines processes
Knowledge of qualitative and quantitative methods and techniques required when developing policies, standards, and processes covering complex program functions or missions
Knowledge of program/project management, including administration, policy and program improvements, personnel, and logistics
Ability to effectively and efficiently communicating verbally and writing
Ability to exercise independent judgment along with the expert skill to plan, organize, and direct the work of programs/projects requiring substantial personnel and financial resources
